국문 초록

  본고는 세계 여러 나라의 과외학습의 실태를 소개하고 과외학습을 하는 원인은 무엇이며 그 결과는 어떠한지에 대해 국가 수준 자료와 개인수준 자료 분석을 통해 알아본다. 우리나라를 제외한 대부분의 국가에서 과외 학습은 학교 수업을 따라가기 어려운 학생들을 위한 보정적 성격을 갖고 있음을 확인할 수 있다. 과외 선택의 원인을 개인적 수준에서 살펴보면 국가에 관계없이 부모의 높은 학력과 교육에 대한 관심이 사교육을 선택할 확률을 높게 하는 것으로 나타났으며 예산편성이나 교과서 및 기자재 선택과 관련된 권한 배분 등 제도적인 특징들도 과외학습 유무에 영향을 미치는 것으로 나타났다. 한편 과외의 성적 향상 효과는 국가별로 큰 차이가 있는데 우리나라는 그 효과가 세계에서 가장 큰 것으로 나타났다.

영문 초록

  This paper studies the cause and effect of shadow education around the world using TIMSS data. Utilizing the information on the hours of extra school math lessons in TIMSS data, we found that shadow education is very widely practised around the world, mainly for the remedial purpose. Korea seems to be the sole exception in that extra lessons are taken for the purpose of enrichment. In most countries students taking extra lessons get lower scores than those who are not taking extra lessons, while in Korea students who are taking extra lessons get much higher scores. From PROBIT and TOBIT　estimation we found that more educated parents with more interest in children"s education tend to take more extra lessons. At the same time many characteristics of educational system such as school"s autonomy on budget and curriculum makes some effect on parents" choice on shadow education. We also found that in many countries extra lessons crowd-out self-studying time. But in some countries, especially in advanced countries in Europe, students who are not taking much extra lesson do not allocate much time in self-study either.
