국문 초록

  지니계수 요인분해를 통한 국민연금의 소득재분배 개선효과는 다음과 같다. 첫째, 집단내(within) 지니계수를 볼 때, 고소득층에서 불평등 기여도가 높은 것으로 분석되었다. 한편, 국민연금 적용에 따른 집단내 지니계수의 개선 기여율은 전체 지니계수 개선치 대비 2.6%수준이었다. 둘째, 집단간(between) 지니계수는 기준 집단(i집단)에 대응하는 비교집단(j집단)의 소득수준이 높을수록 커지는 것으로 나타났다. 또한 국민연금 적용에 따른 집단간 지니계수의 개선 기여율은 97.4%로 나타났다. 종합적으로 보면, 고소득층이 국민연금 소득재분배 개선에 크게 기여하는 것으로 분석되었다. 이는 고소득층에 대한 보험료 징수와 급여조정이 국민연금을 통한 사회적 형평성 제고에 효과적일 수 있다는 시사점을 제시한다.

영문 초록

  This paper analyses life-time income redistribution effect of National Pension Scheme(NPS) by using Within(WGC) and Between Gini Coefficient(BGC) in Gini Decomposition Method.
  The main results of this research are summarized as followings: firstly, our empirical findings show that WGC is getting higher when life-time income increases regardless of applying NPS. It also identified that the effect of WGC on the reducement of Gini coefficient is not significant since it took only 2.6% of total reducement of Gini coefficient in case of applying NPS.
  Secondly, our empirical evidence indicates that BGC is increased as the income of comparative group (group j) is higher than that of reference group (group i) regardless of applying NPS. And the reducement rate of Gini Coefficient in case of applying NPS took 97.4% in total reducement.
  Our study concludes that the improved redistribution effect by NPS is attributable to the effect of BGC. This results imply that high income class contributes to the improvement of income redistribution in case of applying NPS, and it is needed to enhance the public pension scheme(such as NPS) when the society has higher income gap.
