중학교 방과후학교 프로그램 평가 연구

국문 초록

  본 연구는 CIPP(Context-Input-Process-Product:)모형 적용을 통해 수요자와 공급자의 통합된 관점에서 중학교 방과후학교 프로그램을 평가하여 방과후학교 프로그램의 질적 개선을 기하고자 하였다. 이를 위해 B광역시 소재 교사, 학생, 학부모를 대상으로 온·오프라인 설문조사, 포커스 그룹 인터뷰, 수업모니터링을 하였다. 특히 설문조사로 2006년 교육인적자원부에서 제공하는 『방과후학교 프로그램 만족도 설문지』와 『방과후학교 운영 평가 설문지』자료를 재구성하여 활용하였다.
  상황평가 분석결과, 방과후학교는 누구에게나 최고의 다양한 학습을 제공하여 정규교육과정을 보완하는 교육활동으로 단위학교에서는 학교운영위원회의 심의를 거쳐 프로그램을 운영하고 있으며, 현재 우리나라 전체학교의 98.7%, 전체학생의 41.9%가 프로그램에 참여하고 있다. 투입평가 요소로는 방과후학교 프로그램에 대한 인식을 토대로 교육계획서, 교수·학습내용 및 매체, 학교시설, 지도강사, 학생 태도 등을 분석하였다. 과정평가의 경우 계획, 조직, 운영, 효과의 단계적 절차에 따라 국내외 방과후학교 프로그램의 운영 실태분석, 관련 지표의 현황 파악, 프로그램 만족도 조사 등을 분석·평가하고 효율적인 운영방안에 대해 제언하였다. 마지막으로 산출평가 결과 수준별 수업을 위한 대안 마련, 학원과의 경쟁력 제고, 수업컨설팅 등 보다 현실적합하고 유용한 프로그램의 운영을 위한 교육적 노력이 요구되고 있음을 알 수 있었다.

영문 초록

  The purpose of this study is to evaluate the middle school after-school program by using CIPP evaluation model. The obbjects were middle school students, teachers and parents in the Busan metropolitan city. The tools used for the analysis were on-line opinions, survey, focus group interviews, satisfactory test, document analysis. For achieving these concrete research objects, the opinion survey was carried out over 126 students, their 126 parents, 25 instructive teachers at middle school located in Busan Metropolitan City. The results of this study were as the follows:
  First, the results of context evaluation shows that after-school program plays the roles which support the normal curriculums by providing the best of various learnings for all the students, that it runs after discussion of an educational council at each schools like elementary and secondary school, and the percentage which participates in it arrives at 98.7% of all the schools and 41.9% of all the students. Second, there are analyzed that input evaluation elements that contain student"s attitude, lectures, education media, school facilities, instruction-learning contents and education planning documents basesd on recognitions in after-school program. Third, it is said that process evaluation focus on proposing an effective management methods by analyzing and evaluating the survey of program satisfaction, the evaluation of an current situation of an index related to it, the reality analysis of domestic and oversee after-school program according to each stages of plans, organize, administration, effect. Finally, it was said that there should be professional ability of teachers, competition to private academy, mangements of student and school facilities, appliance possiblities connected to school homepage, investigation of evaluation and instruction method according to student"s level in light of output evaluation.
