국문 초록
본 연구는 통일에 대비하여 북한의 보육제도와 여성문제의 동질성을 제고하기 위한 방안이 무엇인가를 찾는데 중점을 두었다. 남과 북은 지난 60여년의 분단기간동안 서로 다른 이념과 체제를 선택함으로써 정치, 경제, 사회, 문화 등 사회전반에 걸쳐 양측이 이질화가 심화되어 왔다. 이러한 이질화로 인해서 언제 어떠한 형식으로든 분단 상황이 끝나고 통일을 맞이할 때 양 체제가 겪게 될 갈등은 매우 클 것이라 예상 된다. 이에 따라 통일에 있어 여타 분야의 통합의 중요성과 더불어 교육, 특히 영유아 보육이 제도적 교육과 연계되어지고 자유시민사회에 적합한 인격 형성의 기초단계라는 점과 여성의 다양한 사회 활동을 보장하는 중요 요인 중의 하나라는 점에서 본 연구의 의미가 있다고 하겠다.
이러한 맥락에서 북한의 보육제도와 여성정책을 고찰해보고 이에 따른 문제점이 무엇인가를 알아봄으로서 남북한 통일시대에 대비한 보육과 여성정책의 방향을 제시하였다.

영문 초록
To analyse what the connection is between child care of North Korea and women issues and effect befalls on women, this research is focused on grasping the reality and its legal and systematic transition since the liberation.
Child care ideology of North Korea is classified by Juche ideology when child grow up to be a revolutionary human being of juche type, grow up to be revolutionaryelite to construct communism which is revolutionary elite training child care ideology, free women from childcare and early education system to bring up child to be socially adoptive.
For the legal foundation of child care system, there is "child care education law". This law covers all the child care system up until now and systemize various service for pre school children. In other words, during industrialization process of socialism, society participation of women (lack of labor force) level, countη and society will be in charge of social upbringing of the child, to make socialism organization more firmly, restrict early socialization of the child to educate communistic human being, in the level of freeing women, reduce their burden from home and provided legal system preparation and child care system and juche ideology is more deeply rooted in for constructing power formation of Kim Il-sung and Kim Jung-il which is the key factor.
To form a child care policy, social status of women possesses important meaning. Social situation like this magnifies labor force and have necessity increment in birth rate and between necessity of maintaining stable condition for in home chores and child care it generates conflict and to solve the conflicts country will attempt various policy for women and most typical is the child care. That is, child care appeared to attempt to solve conflict on "Double standard of womans role"
In other words, it is possible to explain development range of child care is related to social status of women. That heighten of social status of women means the society outgrew capitalism patriarchal system, and possibility to operate their influence aggressivelyon like child care policy where women becomes beneficiaries. And with positive effect that can put on development of child care policy, social status of women became important variables more than anything.
Socializing policy of North Korea completed by child care education law has political object which is to maintain socialism organization, educate communistic human beings and economic object to mobilize women labor force as main objectives but bringing up of child which is still left for women"s share and by lifting burden on women of child care it brought result to prepare for women on condition of social and economic living. However, society policy"s house chores and child care priority is for mobilizing women labor force as economic object and therefore house chores and child care is women"s job is unchanged and the traditional role of North Korean women within the family is still kept.
After all, child care policy in North Korea is effecting social status and roles of women and along with heighten rights of women, it is emphasized in the aspect with securing labor force in country levels. This is leaving a task to solve women issue through improvement of child care system for unification of South and North Korea take place later on.
