  Universal banking has more advantages than compartmentalized banking, such as economies of scale and economies of scope, one-stop suppliers for various financial services, and risk diversification. Due to these advantages, every country in the world has built its own universal banking model following to its own history, unique culture and financial environment. For instance, Germany has been the representative country adopting the most complete universal banking system in the world, which is based on the pure universal bank model. In contrast, the U.S has been very cautious of adopting the German model. Rather, it has been more favorable to either a financial holding company model or a bank subsidiary model after the Gramm-Leach-Bliley regime in 1999. Many people have believed that the German-style pure universal bank is the ideal model toward which all the banks in the world should go. Contrary to this belief, it is really surprising for observers to find that Germany is seemingly following to the U.S. universal banking model, not vice versa.
  This paper examines whether this recent trend in Germany is in right direction. In fact, the enactment of the Gramm-Leach-Bliley Act in the U.S. and the creation of the European Union and other institutional changes in Germany have resulted in functionally similar banking models in both countries. That is, the current models of both countries are same, i.e., universal banking for the financial group as a whole with strategic separation of investment banking and commercial banking by subsidiary. In both countires, financial groups are evolving into more and more of financial conglomerates diversifying into differentiated products to realize economies of scope. but on the other hand, to facilitate productivity and efficiency some clustering of services is necessary.
  This paper analyzes other related issues to universal banking, including the comparison of various models and the backgrounds of change in Germany. Finally, it suggests to Korean financial regulators that the German model is not a norm because global banking is converging towards a model of universal banking with voluntary chinesewalls.
