‘일진회’ 관련 청소년 보도의 프레임 분석

국문 초록

  본 논문은 청소년 관련 뉴스보도가 청소년문제를 어떻게 다루고 어떤 부분을 강조하는지를 규명하고자 하였다. 본 연구는 뉴스보도의 내용과 형식을 양ㆍ질적인 측면에서 분석하는 프레임(frame analysis)분석을 원용하였다. 프레임 분석은 뉴스보도가 사회문제를 어떻게 규정하고 또 특정한 의미를 어떻게 담아내는지를 밝히는 총체적인 접근이다. 본 연구의 분석대상은 〈한국방송공사(KBS)〉, 〈문화방송(MBC)〉, 〈서울방송(SBS)〉, 〈동아일보〉, 〈조선일보〉, 〈한겨레〉가 보도한 청소년 폭력서클 ‘일진회’ 관련 기사(2005년 1월 1일- 2005년 3월 31일) 131건이었다. 본 연구는 보도형식을 분석하기 위하여 기사가 사건중심인지, 주제 중심적인지로 구분하였다. 또한 본 연구에서 보도내용 분석은 기사에서 반복적으로 강조되는 주제들을 유사한 틀로 통합하는 방식을 적용하여 하나의 틀로 추출하였다. 본 연구의 결과는 다음과 같다. 첫째, 청소년 관련 뉴스보도는 형식적인 측면에서 사건 중심적인 프레임이 주를 이루는 것으로 나타났다. 즉 뉴스는 청소년 문제와 관련하여 사건의 발생의 현황과 실상을 단순히 제공하는데 초점을 두고 있을 뿐, 그러한 사건이 왜 일어나고 어떻게 해결해야 할 것인지에 관한 심층적인 접근이 결여되어 있었다. 둘째, 청소년 관련 뉴스 보도는 내용적인 측면에서 〈법/질서프레임〉, 〈도덕성프레임〉, 〈폭로/고발프레임〉, 〈개혁/개선프레임〉의 4가지 요소로 구성되었다. 청소년 관련 보도는 대체로 법/제도 질서 추구를 강조하는 보수적 성향을 보여주었다. 이러한 과정에서 대체로 보도는 ‘경찰’의 역할을 더 집중적으로 조명하고 이들을 긍정적인 이미지(질서유지자)로 부각시켰다. 청소년 문제에 관련된 보도는 청소년 문제는 청소년 개인의 일탈된 행위에서 나온 것이며 이들을 법과 제도의 강화와 개별적인 의식의 전환을 통하여 해결될 수 있음을 강조하여서 구조적인 사회변화를 차단하는 보수적인 이데올로기를 강화시켰다. 셋째 청소년 관련 뉴스 보도에서 언론사별 차이가 나타났다. 즉 〈법/제도프레임〉은 한겨레에서, 〈도덕성프레임〉은 조선일보에서, 〈폭로/고발프레임〉은 KBS에서, 〈개혁/개선프레임〉은 동아일보에서 두드러졌다. 특히 〈사건중심적인 프레임〉은 〈법/제도프레임〉 및 〈폭로/고발프레임〉과 긴밀한 관계에 있음을 토대로 하여볼 때 향후 일부 언론사에서는 청소년 문제를 스트레이트 기사보다는 사설, 논설 등과 같은 주관적인 기사작성방법에 의존한 심층적인 코너를 확대하여야 할 것이다. 요약하면 청소년 관련 뉴스보도는 청소년 문제의 근본 원인에 관한 심층적인 접근이 부재하고 기존의 체제를 유지하는데 초점을 둔 보수적인 경향을 뚜렷하다고 볼 수 있다. 청소년 관련 뉴스 보도는 법의 강화를 통한 해결을 주장하는데 이는 기존의 사회체제에 대한 도전 의식을 봉쇄하고 체제 변혁을 방해하는 하나의 이데올로기로 작용하고 있다고 할 수 있다. 향후 언론은 사설, 논설 등을 통하여 청소년 문제의 대안을 심층적으로 제시하여야 할 것이다.

영문 초록

  The purpose of this paper was to examine how news media approach to juvenile delinquencies and where they put the highlight in their report. This paper applied the so-called "a frame analysis" which analyzes the content and pattern in terms of quality and quantity. The approach is understood as a comprehensive one in the sense that it identifies how news reports define a social problem and project its specific meaning. 131 articles related to the reports of teenagers" violent gangs, collected from KBS, MBC, SBS, Dong-A Ilbo, Cho-Sun Ilbo, and Han-Gyrae during January 1st to March 31st 2005, were used in the analysis. In order to identify the report pattern, the articles were categorized into 2 groups: event-centered articles and subject-centered articles. Additionally, the articles, repeatedly emphasized under the same title, have been grouped into the same category. The followings were found from the analysis. First, news of juvenile delinquencies took the pattern of event-centered frame. In other words, the news of juvenile delinquency focused on the event, but did not uncover why the event took place and how to deal with it. Second, on the basis of content, the reports were categorized into one of 4 frames: 〈legal/ordinal frame〉. 〈ethical frame〉, 〈revealing/challenging frame〉, and 〈reformative/innovative frame〉. Most of the reports were regarded as conservative because they emphasized law and order. They tended to highlight the role of policemen and projected their positive images. They fortified the conservative ideology, while understanding teenager"s problem as a deviant behavior and considering it to be fixed by the legal sanction or the change of conscience. Third, with regard to the dominant frame, there was a visible difference among companies. For instance, Han-Gyrae resorted to 〈legal/ordinal frame〉, Cho-Sun Ilbo to 〈ethical frame〉. KBS to 〈revealing/challenging frame〉, and Dong-A Ilbo to 〈reformative/innovative frame〉. The fact that 〈event-centered frame〉 was closely related with 〈legal/ordinal frame〉 and 〈revealing/challenging frame〉 informed us that media have to devote more spaces, like editorials and special comments, to the in-depth investigation of juvenile delinquencies than to the straight descriptions. In a nut cell, it can be argued that the reports of juvenile delinquencies are so much conservative that they support the reproduction of the existing system, while closing eyes to the examination of the central cause of the problem. In the future, media have to approach the issue of juvenile delinquencies in order to find the critical causes and publish more editorials and special comments which can be used to find out effective solutions.
