지역신문 뉴스의 다양성(diversity)과 사회후생(social welfare)의 함의에 관한 연구 - 제주지역을 중심으로

국문 초록

본 연구는 사회후생(social welfare) 관점에서 제주지역신문의 다양성(diversity)에 대하여 살펴보았다. 신문 뉴스의 다양성이 독자 즉 소비자들의 사회후생과 어떠한 함의를 갖고 있는 가를 살펴보기 위한 것으로 다음과 같은 연구문제를 중심으로 연구를 진행하였다. 첫째, 주민투표일을 전후로 한 제주지역 4개 신문의 다양성 변화는 어느 정도인가? 둘째, 신문 뉴스의 다양성 정도와 사회후생 관계는 어떠한 함의를 갖고 있는가? 이를 위해 제주지역 종합일간지인 제주일보(Jejuilbo), 한라일보(Hallailbo), 제민일보(Jeminilbo), 제주타임스(Jejutimes)의 2005년 5월 20일부터 9월 21일까지 ‘특별자치’ 관련 기사들을 대상으로 연구를 진행하였다. 다양성 변화를 보기 위하여 제주특별자치도 실행의 분수령이라 할 수 있는 7월 27일을 기점으로 하여 제1시기와 제2시기로 나누어 연구를 진행하였다. 연구결과 제주지역 4개 신문사 모두 주민투표일 이후 다양성 정도가 증대한 것으로 나타났다. 뉴스 내용의 1차적 규정자라 할 수 있는 정보원들은 제1시기에 지방정부와 중앙정부의 비중이 높았던 것에 비하여 제2시기에 들어서는 시민ㆍ자생 단체들이 빈번하게 정보원으로 등장하였다. 이는 특별자치 관련 정책이슈들이 관료엘리트 주도에서 시민사회 영역으로 완만하게 이전되고 있음을 보여준다고 하겠다. 주제중심 뉴스에서도 정보원의 변화와 함께 지방자치와 지역발전 등 관료 엘리트들에서 의해서 주도되었던 뉴스 프레임(frame)들이 제2시기에 들어 감소하였다. 반면 교육문화, 노동의료, 생태환경 등의 프레임들이 증가하는 것으로 나타나 지역민의 일생생활과 관련한 이슈들이 점차 부각되고 있음을 알 수 있었다. 사건중심 뉴스에서도 제2시기에 들어 지방정부와 중앙정부가 주도하는 정책실행 프레임이 감소한 대신 이들의 정책실행에 따른 비효율과 무능, 갈등을 다루는 뉴스 프레임들이 많아졌다. 이러한 뉴스 프레임들의 변화는 제2시기에 신문사별로도 정보원에 대한 선호도가 다양해지고, 강조하는 프레임들이 다양해진 것으로 확인되었다. 이러한 연구 결과는 주민투표일 이후 신문사들의 보도태도가 달라졌다기보다는 특별자치 관련 제반 집단들이 각자 입장과 견해를 표명하기 시작한 것으로 해석할 수도 있다. 하지만 이번 연구를 통해서 제주지역 신문들이 동질적인 과점(homogeneous oligopoly)상태를 벗어나 다양성 정도를 확대하여 감으로써 독자인 소비자 사회후생의 증대를 가져올 수 있다는 징후를 발견할 수 있었다.

영문 초록

This study researched the diversity of topics in local newspapers issued in Jeju province from the point of view of social welfare. This study was conducted on two subjects to find out if diversity of topics in newspaper affects readers, that is, in terms of customers' welfare. Fist, how do topics vary in four newspapers in Jeju province before and after a voting day? Second, what is the relation between the diversified issues in newspapers and social welfare? To find the answers, the research was carried out from May 20th to September 21th, 2005 by analyzing articles related to ‘special self-government’ in daily newspapers in the Jeju provinces of Jejuilbo, Hallailbo, Jeminilbo, and Jejutimes. To find such diversities in topics, the research period was segmented into period 1 and period 2: Period 1- from May 20th to July 27th, and Period 2- from July 28th to September 21th. July 27th is critical because it was the voting day for deciding Jeju’s ‘special self-government’ issue. The result of the study shows that diversity in articles increased in the four daily newspapers in Jeju province. In Period 1, most of the news were sourced from the local government and the central government; in Period 2, however, citizens groups were the frequent sources. That can be interpreted such that the policy issues related to ‘self-government’ were shifted moderately from the bureaucrat-elite to the citizens. Issues-oriented news, news items on self-government, local development, and others led by the bureaucrat-elite decreased in Period 2, while news items on education, culture, labor, medical service, environment, plus local residents-related issues got more importance. Accident-related news, news items on policies led by local and central government decreased, while news items criticizing inefficiency, inability, and conflict in government increased. That shows that sources and news focus varied in the daily newspapers studied. That can also be interpreted such that related citizens groups began speaking their views about self-government rather than daily newspapers being interpreted as changing their broadcasting views. However, I could see an indication through this study that the readers, as customers, could gain more social welfare as newspapers in Jeju province expand their news topics rather than focus on homogeneous oligopoly.
