일본의 평생학습정책의 전개와 실천 - 지역재생 정책을 중심으로 -

국문 초록

일본사회는 출산율의 저하로 인한 소자녀화, 고령화 사회의 진전과 세계화, 정보화 등의 지식기반 산업사회의 도래로 평생학습을 통한 국가경쟁력 강화 방안을 추진하고 있다. 특히 지역사회의 기반이 약화되고 있는 상황에서 생애학습을 키워드로 지역사회의 활성화를 도모하고 있다. 일본의 생애학습을 통한 지역재생정책의 특징으로는 첫째, 정규학교를 포함한 전생애(life-long), 통생애(life-wide)에 걸친 지역 생애학습 시책을 강력하게 추진하고 있으며, 둘째, 범부처적인 차원에서 각 부처간의 연계, 중앙과 지방의 연계를 강화하고, 셋째, 소외계층에 대한 학습기회의 확대를 들 수 있다. 넷째로는 이 모든 활동을 지역 NPO 등과 같은 공공의 시점에서 추진하여 주민참여를 유도하고 있으며, 다섯째로는 상호학습, 혹은 학습공동체 활동의 학습 코디네이터 역할을 담당할 수 있는 지역리더양성을 통해 지역 활성화를 꾀하고 있다는 점을 특징으로 들 수 있다. 학교이외에서 실시되는 사회교육 뿐 아니라 가정과 학교를 아우르는 일본의 평생학습 정책과 그 구체적인 실천 사례는 우리 나라의 평생학습정책을 제고하는 데 있어 많은 시사점을 함축하고 있다.

영문 초록

Amid the increasingly prevalent social tendencies toward having a small number of children and of an aging population in recent years and the advent of a knowledge-based society characterized by globalization and informatization, Japan is striving to achieve a lifelong learning society. In particular, in an era where the foundation of local communities is weakening, Japan is pushing for a number of community revival campaigns through lifelong learning in order to promote revitalization of local communities. The major characteristics of these campaigns are as follows: First, Japan is strongly pushing for a local lifelong learning policy encompassing both life-long and life-wide aspects, which include formal education. Second, Japan is strengthening linkages not only among central government ministries in an inter-ministry manner, but also between the central and local governments. Third, Japan is making a concerted effort to expand learning opportunities for the underprivileged. Fourth, Japan is implementing all these activities from public perspectives through active self-directed participation of local NPOs. Finally Japan tries to promote the vitality of a community through the training of community leaders who can play the role of learning coordinators. This lifelong learning policy being applied in Japan provides valuable ideas for uplifting Korea’s lifelong learning policy.
