'사교육비경감대책'의 교육재정경제학적 접근

국문 초록

이 논문은 한국의 사교육비 문제에 접근하는 기존의 관점들을 상반되는 두 종류의 명제군을 설정하여 논증하려고 하였다. 첫 번째 명제군(p 명제)은 사교육과 공 교육은 별개의 실체이며 상호배타적이라는 전제에서 구성되며, 두 번째 명제군(e 명제)은 사교육과 공교육은 교육재화의 사유재적 성격과 공유재적 성격을 논리적으로만 구분할 뿐 교육시장의 거래 양식이라고 전제한다. 논증은 시론적으로 전개되었으다. 첫째 명제군은 우리 사회에서 그리고 한국 교육에서 ‘사교육’과 ‘사교육비’가 갖는 사회적 의미(social construct) 형성 과정을 밝힘으로써 위 명제임을 밝히려고 하였다. 한편 둘째 명제군은 한국에 엄연한 현실로 있는 사교육 시장이 실제로 어떤 방식으로 작동하고 있는가에 대해 밝혀봄으로써 그것이 ‘사실’이라는 의미에서 진임을 밝혀보려 하였다. 이와 같은 논의가 성립할 경우 한국의 사교육과 사교육비 문제는 공교육과의 대립적 논의 구조에서는 이해될 수 없으며, 교육경제학 관점에서 교육시장 균형론에서만 바르게 이해될 수 있다고 판단된다.

영문 초록

This paper tried to prove the pair of two contradictory proposition group, P and E groups, regarding the private education and private cost of education in Korea. P proposition group is formulated by the premise that private education is in its nature an entirely different reality from public education, incompatible with each other. On the other hand, E group is formulated by the alternative premise that the two cannot be distinguished from each other but partly be distinguishable logically. Under the E group, private and public education are regarded as the specific forms of education market. In this paper P group was testified about its fallacy according to the social construct of education in Korean society, particularly related to the ambiguous concept of private education and private cost of education, which, if proved true, induces the conclusion that private education must and can be abolished in the education market. This logic was discussed about its innate contradiction; that is, private education is 'not-being' or 'not-education' in its eventuality although P group attacks its existence and reality in the education market of Korea. Fallacy of P group proposition proved in the paper is proposing the alternative approach of E group for better understanding about Korean education. That is, private education is a specific form of education in Korean education and compatible with public education. Then, private cost of education could be optimized rather than eradicated, as P group attack, in a way in which Korean market of education can be returned to the equilibrium state. In order to reach to this kind of discourse, the economic perspective could help us.
