중기 교육재정운용계획의 문제점과 정책과제

국문 초록

정부는 중기적 시각에서 국가재원을 보다 전략적으로 배분하여 재정운영의 효율성 을 제고하고자 2004년부터 2008년까지 5년간의 「2004~2008년 국가재정운용계획」을 수립하였다. 교육분야 국가재정운용계획은 연평균 7.9%로 교육 투자를 증가하여 2004～2008년간 5년 동안 총 142조 6,658억원의 투자계획을 수립하였다. 중기 재정운용계획은 예산 총액배분 자율편성 방식(top-down), 성과관리제 등 새로운 제도의 도입에 대한 준비 미흡과 시행착오로 연도별 교육재정 지출한도액의 산출 근거를 명확히 제시하지 못하고 있을 뿐 아니라 한도액을 강제할 수 있는 제도적 장치를 구비하지 못했으며, 성과관리제 도입에 대비한 성과지표 개발이 미흡하고 교육투자의 핵심 부분에 대한 성과관리가 소홀한 면을 드러내고 있다. 중기 계획은 교육분야 부문별로 재원을 적정하게 배분하고 있는지 의문이며, 각 부문별로 유아교육과 특수교육, 평생교육 등 증가하고 있는 교육수요를 반영하지 못하고 있다. 이상의 교육재정 분석을 종합하여 향후 중기 교육재정계획의 정책과제로 교육재정 투자규모 확충, 중기 교육재정계획의 실효성 확보를 위한 제도적 장치 마련, 교육투자성과관리시스템 구축, 재원배분의 합리적 조정 등을 제시하였다.

영문 초록

Korean government has established ‘The Five-year National Fiscal Operation Plan(2004~2008)’ to improve the efficiency as well as the productivity of fiscal policy, and has submitted it to the National Assembly with the budget of fiscal year 2005. In the context of this plan, educational expenditure will grow by 7.9% per year, and will amount to 142.7 trillion won in five years. To achieve the objective of fiscal reform, this plan is proceeded with top-down budgeting system, and performance management system at the same time. Due to the burgeoning stage and insufficient preparation, educational expenditure scheme does not reveal the specific ground of expenditure ceiling, and show the compelling forces to maintain the expenditure ceiling for each year. In the case of performance management system, it does not contain the useful criteria in evaluating the performance of fiscal investment. In reviewing the five-year educational expenditure plan, we have some questions about whether or not it allocates investment resources appropriately for each sections such as elementary and secondary education, higher education, and life-long education. Also, we have found that this plan does not accomodate the increasing demand for kindergarten education, special education, and adult education quite well. In this regard, we propose some policy directions for more successful mid-term educational investment as follows. It includes how to increase the amount of educational financing, to establish the performance management system, to allocate educational investment resources, to enforcing the expenditure scheme without staggering, etc.
