교육재정정책이 교육재정의 공정성에 미치는 영향-미국 미주리주의 교육재정개혁 사례를 중심으로-

국문 초록

본 연구의 목적은 교육재정정책 변화가 교육재정 공정성에 어느 정도 영향을 주었는지를 평가하는 것이다. 이를 위해 미국 미주리주의 교육재정개혁 사례를 들어 개혁 전인 1993년과 개혁후인 1998년의 자료를 비교ㆍ분석하였다. 공정성 측정 변인으로서 세율에 따른 동등한 접근과 경상교육비 지출에 따른 공정성을 선정하였고 공정성 지표로서 범위, 변이계수, 연방범위비, Gini 계수, McLoone 지수, Verstegen 지수 등을 사용하였다. 연구결과 미주리주의 교육재정 공정성은 선정된 지표에 따라 정도의 차이는 있지만 교육재정개혁 후 전반적으로 개선된 것으로 나타났다. 교육재정개혁의 주요 목표였던 세율에 따른 교육재원에 대한 동등한 접근은 크게 개선되었으며, 교육비 지출에 따른 학교구간 교육격차도 줄어들어 공정성 확보를 위한 주 교육재정정책 개혁이 성공적이었던 것으로 나타났다. 또한 주교육재정의 공정성 정도는 초등중심학교구보다는 통합학교구를 중심으로, 상위의 부유한 학교구보다는 하위의 가난한 학교구들을 중심으로 개선된 것으로 나타났다. 그러나 절대적ㆍ상대적인 비교를 통해보면 미주리주의 교육재정 공정성 정도는 앞으로도 더욱 개선되어야 함을 알 수 있다.

영문 초록

Education finance equity has been one of the key issues in education policy. In particular, many states in the USA implemented education finance reform in response to court orders and public demand during the 1990s. Like in many other states, Missouri's education finance policy was primarily influenced by a court decision. In 1993 Missouri adopted the Outstanding Schools Act, which introduced new education finance policy. The purpose of this study is based on a Missouri's case study to evaluate the effects of education finance reform on equity. Using the finance data from Missouri Department of Elementary and Secondary Education, this study used two key variables, revenue per pupil per penny per tax rate and current expenditure per pupil, and six generally recommended equity indices including range, coefficient of variance, federal range ratio, Gini coefficient, McLoone index, and Verstegen index. To examine the effects of the new financial policy, this study compared each equity measure between the 1993 and 1998 school years. The results of this study reveals that a) education finance equity in Missouri improved between 1993 and 1998 as a result of finance reform, b) K-12 school districts received more benefits from the reform than K-8 districts in terms of improving equity, c) the equity in the bottom half of the school districts also improved, d) the equity was even greatly improved when excluding hold harmless school districts. Since school finance policy has mainly focused on efficiency rather than equity in Korea, this study recommends that education finance policy in Korea should directly target on equity if improvement of education finance equity is desired. This study also recommend research on finance equity in Korea should use multi equity indices because they representative different aspect of equity.
