초중등교육개혁의 교육재정경제학적 접근

국문 초록

교육개혁은 국가발전에 있어서 중요한 과제이기 때문에 우리나라 역대 정권은 교육개혁을 지속적으로 추진해왔다. 교육개혁의 성공을 위해서는 합리적인 개혁방안의 설계도 중요하지만 교육개혁을 위한 자원의 확보와 추진결과에 대한 성과분석이 필수적이다. 그러나, 우리나라에서는 교육개혁의 성공적 추진과 추진결과에 대한 체계적인 평가가 소홀히 되었다. 이 글에서는 교육재정경제학적인 접근방법을 교육재정경제학에서 다루는 주요 활동영역별 평가기준인 재원확보의 충족성, 재원배분의 평등성과 공정성, 재원지출의 효율성과 효과성으로 규정하고, 동 기준에 따라 1995년 5.31 교육개혁 조치 이후 초중등교육개혁 조치의 주요 내용을 분석하였다. 초중등교육개혁에 대한 교육재정경제학적 분석을 통해서 밝혀진 주요 사항은 다음과 같다. 첫째, 교육개혁을 위한 교육재원확보의 측면에서 볼 때 충분성 기준에는 미달되었기 때문에 적정수준의 재원확보 필요성이 제기되었다. 둘째, 교육재정배분의 공정성 측면에서 특수교육분야에 대한 지원이 미흡한 것으로 나타났으며, 이를 개선하기 위해 새로운 지방교육재정배분기준의 설정이 필요한 것으로 나타났다. 셋째, 교육재정지출의 효율성 및 효과성 차원에서도 아직 미흡한 것으로 보였다. 즉, 학급당 학생 수 감축사업, 교원수급 및 교원 보수체제 등에 있어서 효율성 향상을 위한 노력이 필요하였다. 넷째, 단위학교 수준에서도 교육자원의 투입과 효과성에 대한 분석 및 평가가 미흡하였다.

영문 초록

Educational reform is to attempt comprehensive change in educational practice, which is vital for national development. It was tried continually to develop educational policy in all the regimes in Korea, However, it was neglected to evaluate systematically the outcomes of reform policies. In this paper it is to examine educational reform policy for the elementary and secondary school in approach of educational finance and economics. Specifically it is to deal with adequacy of resource revenue, equality and equity of resource distribution, and effectiveness and efficiency of resource expenditures. The findings are the followings. Firstly, there was the shortage in terms of adequacy of resource revenue based on the educational indices such as educational expenditures among government expenditures, educational expenditures among Gross Domestic Product, international comparison of per pupil public expenditures etc. In order to carry out educational reform properly, there is a need to raise educational revenue adequately which is supported by law. Secondly, there was still short in terms of educational equity of resource distribution in special education. In order to raise equity of resource allocation in special education, it is necessary to develop criteria of local education finance distribution and stipulate it into law. Thirdly, there was very short in terms of educational effectiveness and efficiency of resource expenditures. For example, the reform policy on the reduction of the number of pupil per class was carried out without considering educational effectiveness. It also need to consider the teachers' compensation policy from the payment based on the year of work experiences to knowledge and skill based payment, which is to influence teachers' motivation for work and with knowledge. Fourth, there is much need to evaluate the effectiveness of input resource at the school level such as resource input and resource management.
