국문 초록

2002년 1월 1일 대만은 WTO의 144번째 회원국으로 가입하였다. WTO 가입의 영향은 긍정적인 측면과 부정적인 측면이 모두 존재하지만, 단기적으로는 개방으로 인한 수입증대와 무역흑자의 감소 등이 나타나더라도 장기적으로는 대만의 산업구조를 고도화하고 경쟁력을 높이는 데 기여할 것이다. 1992년 국교단절 이후 한국과 대만간 공식관계는 소원하지만 앙국의 경제교류는 꾸준한 성장세를 지속하고 있다. 뿐만 아니라 세계시장에서 대만과 경쟁관계에 있는 한국의 입장에서 WTO 가입으로 인한 대만의 시장개방과 국제사회에의 참여확대는 대외환경과 경쟁여건의 중요한 변화를 의미한다. 따라서 한국정부와 기업 모두 이러한 점을 충분히 인식하여 WTO 가입 이후 대만기업들의 새로운 전략에 능동적으로 대처해야 할 것은 물론, 대만기업들과의 협력을 강화하여 중국진출물 기획하는 등 대만의 WTO출 가입을 오히려 한국에 유리한 기회로 전환시키기 위한 노력이 요구된다.

영문 초록

The Taiwanese economy has achieved high growth, low rate of inflation, and large scale of trade surplus, after the Kuomintang(Nation's Party) government fled to Taiwan Island in 1949. Its per capita income exceeds 13,000 US dollars, and its foreign exchange reserve reached the third place in the world. Taiwan entered WTO on Jan 1. 2002 as the 144th member Taiwan has been suffering a serious economic stagnation in recent years. Therefore, its accession to WTO will be a challenge as well as an opportunity to the Taiwanese economy. The effects of its WTO membership are examined in both positive and negative sides. Taiwan has prepared for openness and internationalization about ten years ago. So the impacts would not be so serious. In short-terms, trade surplus will decrease as import will increase. But in long-terms, its access to WTO iS expected to transform Taiwan's industrial structure and to strengthen its competitiveness. And the expecting development of cross-strait relation with China would help Taiwan's economic recovery. In 1992, there were a severance of diplomatic relations between Taiwan and Korea Nevertheless, their economic exchanges have been steadily expanding. Taiwan is the 5th largest trade partner for Korea. However, Korea and Taiwan has been competing in the world markets such as United States, Japan, and China etc. Then Taiwan's entry to the WTO will bring a serious challenge to Korea's competitiveness in the major markets. So it is emergently demanded for the Korean government and corporations to recognize and to prepare for this change sufficiently.
