국문 초록

다분히 실험적 연구의 성격을 띤 본고에서 검토할 주요 소주제는 크게 두 가지이다. 첫째, 한국은행이 공개시장조작보다는 재할인을 주된 통화조절수단으로서 사용했던 이유 및 이와 관련된 정치권이나 통화정책결정자들이 가질 수 있는 사적유인에 대해 논의한다. 둘째, 한국에서 공개시장조작이 주된 통화조절수단으로 사용되지 않은 것이 전적으로 제반 與件의 未備 때문이 었다는 한국은행의 공식 입장을 비판적으로 검토한다. 이를 위해 먼저 관련 정치경제학적 기존연구들을 정리ㆍ적용한다. 이어 OECD국가들을 비롯한 총 71개 국가의 재할인의존도를 조사하여 한국의 상대적 위치를 확인한 후, 그 정치경제학적 함의를 논의한다. 구체적으로, "경제개발초기 선별적 산업지원을 위해 재할인정책이 필요했고", 또 "채권시장규모가 작아서 재할인에 의존할 수밖에 없었다" 는 한국은행의 두 가지 주장을 실증적으로 검토한다.

영문 초록

In this paper, we investigated two very experimental topics. First, we discussed the reasons why the Bank of Korea (BOK) have relied more on discount windows rather than on open market operations, and the relevant BOK's private interests in the political-economic perspectives. Second, we empirically criticized, using international data of 71 countries, the BOK's arguments that the high dependency on discount windows is wholly attributed to the "unreadiness" of the Korean economy. To be concrete, the BOK's explanation for the high reliance on discount windows is two-foid. One is that discount window has been frequently used as an industrial policy for the economic development in Korea. The other is that the heavy reliance is inevitable because the secuntles markets have not been yet matured in Korea enough to use the alternative instrument, the open market operations, as the main monetary instrument. However, we empirically found that those two claims are not satisfactory for the answer to the BOK's heavy reliance on discount windows. Instead, we submit a public choice account such that it might be at least marginally attributed to the BOK's bureaucratic incentive to maximize its discretionary power.
