사회복지 프로그램 개발 역량 증진을 위한 PBL 적용 수업의 효과 -‘프로그램 개발과 평가’ 수업운영을 중심으로-

국문 초록

본 연구의 목적은 PBL 기반의 ‘프로그램 개발과 평가’ 수업이 사회복지 전공생의 사회복지 프로그램 개발 역량과 PBL 교육 역량 증진에 효과적인지를 확인하는데 있었다. 조사방법은 집단실험설계의 양적 방법과 FGI의 질적 방법을 혼합하여 조사하였으며, 조사대상은 2023년 1학기 ‘프로그램 개발과 평가’ 수업을 수강한 서울지역 S대 사회복지 전공생이었다. 양적 분석결과, 학생들의 프로그램 개발 역량 전체 평균은 5점 기준으로 수업 전(3.06점)과 후(4.05점)가 통계적으로 유의미한 차이가 있었다(t=-9.98, p=.00). 특히 논리모델을 이해하고 적용할 수 있는 능력과 프로그램 기획의 전반적 단계를 이해하는 능력의 점수가 월등히 높아졌다. FGI 조사결과, 프로그램 목표에 맞는 세부 프로그램을 구성하는 것과 기존의 선행연구를 반복적으로 찾아 기획서에 적절한 자료로 정리하는 작업에 많은 시간이 걸렸다고 하였다. PBL 기반 팀 활동 수업을 통해 사회복지 프로그램 개발 전체 과정을 제대로 알게 되었고, 막막하기만 하던 사회문제에 대한 목적과 목표를 설정하는 방법과 기존 우수 프로그램을 변별할 수 있는 능력, 프로그램별 세부 활동 및 예산을 수립하는 역량이 증진되었다고 하였다. 또한 PBL 방식을 통해 창의력, 협업 능력, 문제해결 능력과 비판적 사고 능력의 교육역량이 향상되었다고 하였다. 앞으로 ‘프로그램 개발 및 평가’ 수업이 학생들의 사회복지 프로그램 개발 역량 증진에 도움이 되기 위해서는 PBL 방식의 학생주도 팀 활동 수업방식을 적용할 필요가 있을 것이며, 교수자의 철처한 PBL 교과목 사전 설계, 학기 중 학생들과의 지속적인 협업과 소통, 그리고 사회복지 현장의 프로그램 관련 업그레이드된 정보 확보 등이 요청된다.

영문 초록

The purpose of this study was to verify the effectiveness of PBL-based ‘Program Development and Evaluation’ class on social work students’ social work program development competencies. The research method was a combination of the quantitative method of group experimental design and the qualitative method of FGI, and the participants of the research were social work students at ‘S’ university in Seoul who took the ‘Program Development and Evaluation’ class in the first semester of 2023. Quantitative analysis showed statistically significant changes in students’ program development skills from pre- to post-course on all 25 items. In particular, students’ ability to understand and apply logic models and their ability to understand the overall steps of program planning were the most significantly improved. As a result of the FGI survey, it was time-consuming and difficult to organize a detailed program that meets the program goals and to repeatedly find existing prior research and organize it into appropriate materials in the proposal. But through the PBL-based team activity class, the students learned the entire process of developing a social work program, learned how to set goals and objectives for a social problem that was confusing to them, improved their ability to identify existing good programs, and developed detailed activities and budgets for each program. The students felt that the PBL method improved their creativity, collaboration, problem-solving, and critical thinking skills. In order for the ‘Program Development and Evaluation’ class to help students develop social work program development capabilities it is necessary to adopt the PBL method of student-led team activities, which require instructors to thoroughly design the PBL course in advance, collaborate and communicate with students, and obtain upgraded information on social work programs every year.
