국문 초록

요약: 이 연구는 지방교육자치의 추진 과정에서 각 시도교육청이 갖추어야 할 역량을 보다 실제적인 맥락에서 살펴보기 위하여, 지방교육자치 추진 과제별로 필요 역량과 이들 중 중요 역량을 도출하는 것을 목적으로 하였다. 이를 위해 학계와 현장 전문가를 대상으로 하여 전문가 인식 조사를 실시하고, 순위형 다중응답분석 방법 내 순위합법 방식으로 그 결과를 분석하였다. 연구 결과, 첫째, 지방교육자치 과제 추진을 위해 지방교육행정기관이 갖추어야 할 역량은 과제별로 다양하며, 차이가 있는 것으로 나타났다. 둘째, 기관, 조직, 개인 차원의 역량이 모두 필요하지만 특히 개인의 역량이 보다 많이 중요 역량으로 분석되어, 선행연구에서 개인 단위의 역량이 강조되어 온 것과도 유사한 결과를 보여주었다. 셋째, 법령 및 재정과 관련한 일부 특수한 과제를 제외하고는, 지역과 학교를 이해하고 소통하는 것을 바탕으로 정책을 기획하고 이들을 지원하는 역량이 중요한 것으로 분석되었다. 이러한 연구 결과는 지방교육자치를 성공적으로 추진하기 위해서는 주체별 역량을 규정하는 접근이 아니라, 각 추진 과제별 중요 역량에 초점을 두고 이를 계발할 필요가 있음을 보여준다. 또한 지방교육자치의 추진 방향이 학교나 지역교육의 자율화와 다양성 제고에 있으며, 지방교육행정기관이 이들과 소통하고 협업하면서 이를 촉진할 수 있도록 지원하는 역할을 수행해야 함을 시사한다.

영문 초록

In order to examine the competencies that each provincial and local education office should possess in the context of promoting local education autonomy, this study aimed to identify the essential competencies required for each task associated with advancing local education autonomy. The survey of experts' perception was conducted, and the results were analyzed using the ranking method within the ranking multi-response analysis method. The study revealed that the competencies necessary for local educational administrative agencies to carry out tasks related to local educational autonomy vary by task. While competencies at the institutional, organizational, and individual levels are all deemed essential, individual competencies were identified as particularly crucial. These results align with previous emphasis on the significance of individual competencies. Furthermore, with the exception of specialized tasks related to laws and finances, the ability to plan and support policies through understanding and communication with regions and schools was highlighted as vital. These findings show the importance of key competencies for each initiative to promote local educational autonomy. They also indicate that local educational autonomy involves bolstering the autonomy and diversity of schools and local education, with local education administrative agencies assuming a pivotal role in facilitating communication and collaboration to advance these objectives.
