국문 초록

본 연구는 충청남도 장애인가족의 다양한 복지욕구를 실증 분석하여 궁극적인 장애인가족지원을 위한 제언 도출을 목적으로 한다. 이를 위해 충청남도 지역 장애인가족 중에서 돌봄을 주로 맡고 있는 가족구성원 7명을 선별하여 개별심층면접을 진행하였다. 면접의 주요내용은 가족의 돌봄경험, 가족지원서비스의 의미와 한계 경험, 충남지역 장애인가족지원 정책 욕구 등이었다. 그 결과, 면접의 주요 내용을 기초로 하여 3 개의 대주제에 총 12개의 하위주제가 도출되었다. 이중에는 ‘코로나19로 인한 부담가중’이나 ‘부모의 자기돌봄은 후순위’, ‘공적지원체계의 한계’ 등 현실적이고 기초적인 문제들을 경험하는 것으로 나타났다. 또한, ‘자녀의 인간다운 삶 지원’이라는 의미가 강조되었으나, 동시에 ‘공적지원체계의 한계’를 다양하게 경험하고 있는 것을 보았다. 마지막으로 ‘가족을 위한 심리지원’과 같은 심리사회적 욕구가 표출되었으며, ‘장애유형별 특성을 반영한 지원 확대 및 전달체계 구축’ 등 정책적 변화 기대까지 다양한 욕구와 지원의 필요성이 확인되었다. 이러한 결과들을 바탕으로 충청남도 장애인가족지원을 위한 실천적, 정책적 실천 방안을 제언하였다.

영문 초록

This study aims to derive suggestions for ultimate support for families with disabilities by empirically analyzing various welfare needs of families with disabilities in Chungcheongnam-do. To achieve this purpose, seven family members who are mainly in charge of care from families with disabilities in Chungcheongnam-do were selected and individual in-depth interviews were conducted. The main contents of the interview were the family's care experience, the meaning and limitations of family support services, and the proposal of a policy to support families with disabilities in Chungnam. As a result, a total of 12 subtopics were derived on three major topics based on the main contents of the interview. Among them, it was found that they experienced realistic and basic problems such as "increasing the burden caused by COVID-19," "parent self-care is subordinate," and "limitations of the public support system." In addition, the meaning of "support for children's human lives" was emphasized, but at the same time, it was seen that they were experiencing various "limitations of the public support system." Finally, psychosocial needs such as "psychological support for families" were expressed, and the need for various support was confirmed, including the expectation of policy changes such as "expanding support reflecting the characteristics of each type of disability and establishing a delivery system." Based on these results, practical and policy action measures were proposed to support families with disabilities in Chungcheongnam-do.
