국문 초록

레이건 행정부의 외교정책과 국가안보전략을 논할 때 두 개의 트랙, 즉 힘을 통한 평화와 조용한 외교라는 이중적 정책이 공존했다는 점은 분명하다. 그러나 그 두 가지 요소 중 어떤 정책에 더 방점을 두었는지에 대한 견해는 다를 수 있다. 지금까지 살펴본 바에 따르면 레이건 행정부의 외교정책, 특히 소련에 대한 국가 안보전략에 있어서는 ‘힘을 통한 조용한 강요(peace through quiet coercion)’라고 표현하는 것이 더 적절하다고 생각된다. 왜냐하면 레이건 대통령은 외교에 문외한이었고, 그의 행정부에서 외교를 관장했던 그의 참모들은 대부분 힘을 통한 외교가 미국을 더욱 강하게 할 것이라고 믿는 보수우파였기 때문에, 협상과 타협을 통하여 상대방의 필요를 어느 정도 충족시키면서 자신의 목적을 달성하는 온건한 협상가들의 기질과는 거리가 멀었다. 그들은 고르바초프의 약점을 파고들어 원하는 바를 얻어냈다는 점에서 협상이라기보다는 강요나 강압에 의한 결과라고 보는 것이 더 타당하다. 미국의 국력이 점점 쇠퇴해지고 있는 오늘날에는 이러한 현상이 점차 가속화될 것으로 예상되며 그 그 결과는 국제정치의 혼돈과 무질서로 이어질 가능성이 크다.

영문 초록

Reagan’s approach to the Cold War was shaped by his concept of time. At the beginning of the 1980s, in a time of perceived US weakness and Soviet strength, Reagan administration needed to proceed with prudence, carefully managing superpower relations with an eye to a future in which they enjoyed greater leverage. By the end of decade, it was Gorbachev who wanted ‘a long period of peace’ to rebuild Soviet capabilities. Washington, however, was in no rush; US policymkers operated with a long time horizon. The United States could afford to wait, and would likely benefit from so doing, as Soviet problems only mounted. Gorbachev, on the other hand, operated on a short timeline, growing increasingly desperate for results and respite abroad as he found neither at home. Washing knew full well what it was doing, but responded sardonically. Two tracks coexisted in the Reagan administration’s grand strategy toward the Soviet Union from the outset: peace through strength and quiet diplomacy. But it was actually peace through quiet coercion because there was no meaningful diplomacy in terms of negotiations and deals for Gorbachev. Gorbachev complained later that US policy is one of extorting more and more concessions.
