국문 초록

This paper examines the new trends in U.S. industrial deployment overseas and their implications for China. Geopolitical changes and deepening globalization have prompted the U.S. to adjust its supply chain for greater economic resilience and strategic security. Strategies such as supply chain diversification, manufacturing repatriation, near-shore outsourcing, and friendly-shore outsourcing have been adopted, particularly in high-tech sectors like semiconductors, AI, and clean energy. The U.S. aims to reduce its dependence on China by strengthening its position in global technology and manufacturing, supported by the Chip Act and export controls. This shift poses significant challenges for China’s manufacturing and high-tech industries, intensifying export pressures and limiting technological breakthroughs due to blockades. In response, China must accelerate innovation, promote technology localization, and optimize its industrial chain. By deepening the Belt and Road initiative and strengthening cooperation with markets in ASEAN, Latin America, and Africa, China can diversify risks, explore new markets, and adapt to the changing supply chain landscape. This study emphasizes the importance of supply chain resilience, innovation, and economic diversification in securing China’s strategic position and achieving sustainable growth and economic security.

本文重点探讨美国海外产业布局的新趋势及对中国的深远影响。全球化深化与地缘政治变化促使美国调整供应链，以增强经济韧性和战略安全。近年来，美国企业展现供应链多元化、制造业“回流”及“近岸外包”“友岸外包”等策略，尤其在半导体、人工智能和清洁能源等高科技领域的投资显著增加。通过《芯片法案》和强化出口管制，美国力图重塑全球科技和制造业主导地位，并降低对中国的依赖。这种调整对中国制造业和高科技产业构成挑战。供应链重构加剧了出口压力，技术封锁限制关键领域突破。中国需加快自主创新，推动技术国产化，优化产业链布局，增强竞争力。同时，通过深化“一带一路”倡议，加强与东盟、拉美、非洲等市场的合作，可分散风险、开拓市场，积极应对供应链重组。本研究强调，提升供应链韧性、自主创新和经济多元化至关重要。持续科技创新、绿色转型和高水平对外开放将助力中国巩固战略地位，实现可持续增长与经济安全。
