국문 초록

The multi-ethnic nature is a defining characteristic of China’s border security governance system. Under the new circumstances of the modern era, it requires the collective participation of all sectors of society and the general public in border safeguarding and protection to achieve “participatory governance.” Inner Mongolia, as a region encompassing three critical elements—borderland, ethnic diversity, and a border ethnic region—holds significant importance in the broader context of national security and stability. This article explores the importance, challenges, countermeasures, and successful case studies related to modernizing the governance system and capabilities in border ethnic regions. It emphasizes the role of multi-ethnicity in border security governance and proposes the necessity of recognizing the importance of multi-stakeholder collaboration to promote participation from all societal sectors and the public. Through practical case studies from Hinggan League, this paper demonstrates exploratory efforts to advance the modernization of governance systems and capabilities in border ethnic regions.

영문 초록

多民族性是中国边疆安全治理体系的典型特征，在新时代新形势下，需要社会各界和广大人民群众共同参与守边护边工作，实现“参与式治理”。内蒙古作为边疆、民族、边疆民族地区三重要素的集合体，在国家安全稳定大局中具有重要地位。文章主要探讨了提升边疆民族地区治理体系和治理能力现代化的重要性、挑战、对策以及成功案例。强调了多民族性在边疆安全治理中的特点，提出要充分认识到多主体分工协作的重要性，推动社会各界和人民群众参与治理。
