공중보건 모델에 따른 마약류 범죄 예방대책

국문 초록

이 연구는 최근 한번 중독된 사람은 영원한 중독자라는 심각한 사회문제로 대두되고 있는 마약류범죄에 대한 실태를 살펴보고 우리나라의 현실에 적합한 예방대책을 제시하기 위한 목적으로 연구를 수행하였다. 연구 방법은 경찰청 범죄통계, 검찰청 마약류 범죄백서, 법무부의 교정통계연보, 한국법무형사정책 연구원의 연구 등을 살펴보고 이를 바탕으로 공중보건 모델에 따른 마약류 범죄 예방대책을 모색하였다. 연구 결과 먼저 마약류 범죄의 경향과 특성은 다음과 같다. 첫째, 20대 이하 청소년의 마약류 범죄가 10년 전보다 1,184% 급증하였다. 둘째, 여성 마약류 범죄가 10년 전보다 303.1% 급증하였다. 셋째, 외국인 마약류 범죄가 10년 전보다 707.7% 급증하였다. 넷째, 마약류 범죄자의 재범률이 36.6%로 평균 재범률보다 높다. 공중보건 모델에 따른 마약류 범죄 예방대책으로 첫째, 1차 예방으로 마약에 대한 국민인식 제고를 위한 교육 및 홍보 강화로 마약류 범죄 인터넷 모니터링 강화 및 불법 마약류 광고 엄단과 학교 마약 예방 교육의 강화이다. 둘째, 2차 예방으로 마약류 단속, 처벌 강화 및 치료적 접근 내실화로 관세청과 협업해 밀수입 차단 강화 및 해외도 피 사범 강제송환 등 국제공조 강화와 마약류 사범 처벌 강화 및 치료적 사범으로의 패러다임 전환이다. 셋째, 3차 예방으로 치료 및 재활교육 강화로 마약류 사범 재범 감축을 위해 투약자와 중독자에 대한 내실이 있는 재활치료 강화 및 사회적 지지체계의 연결과 지역사회 재활치료, 치료공동체 프로그램의 활성화이다.

영문 초록

The study was conducted with the aim of presenting measures to prevent drug crimes in South Korea against drug offenders who have emerged as serious social problems, such as "one addicted person is an addict forever,“, among alcohol, gambling, the Internet, and drug addiction. The research method explored crime statistics of the National Police Agency, white paper on drug crimes of the Public Prosecutor's Office, and prior research to seek measures to prevent drug crimes according to the public health model. First of all, the trends and characteristics of drug crimes are as follows. First, drug crimes among teenagers in their 20s and younger jumped 1,184% from 10 years ago. Second, female drug crimes jumped 303.1 % from 10 years ago. Third, crimes committed by foreign drugs users jumped 707.7 % from 10 years ago. Fourth, the recidivism rate of drug offenders is 36.6%, which is higher than the average recidivism rate. The first measure to prevent drug crimes under the next public health model is to strengthen education and publicity to raise public awareness of drugs, strengthen Internet monitoring of drug crimes, severely punish illegal drug advertisements, and strengthen school drug prevention education. Second, as a secondary prevention, it works with the Korea Customs Service to strengthen international cooperation, strengthen punishment for drug offenders, and improve therapeutic approaches._Third, as a way to reduce drug recidivism through strengthening treatment and rehabilitation education as a third prevention, drug recidivism can be reduced through substantial rehabilitation treatment via for medication for addicts, linking social support systems, and activating community programs.
