국문 초록

장애학은 1970년대 후반 영국과 미국에서 당사자 중심의 장애 운동에 이론적 토대를 제공하면서 태동했다. 장애의 사회적 모델이 영국에서의 초기 장애학 논의를 주도했다면, 미국에서는 장애의 마이너리티 모델이 그와 같은 역할을 했다. 이후 등장한 새로운 이론들은 이 두 모델의 한계를 비판하고 극복하는 과정에서 그 핵심 논지를 발전시켰다는 공통점이 있다. 따라서 초기 모델을 둘러싼 논쟁을 검토하는 것은 장애학의 복잡한 학문적 지형도를 형성하고 있는 각 이론들의 기원을 이해하는데 도움을 줄 수 있다. 본 논문에서는 장애의 마이너리티 모델에 대한 논쟁을 검토하고자 한다. 이러한 리뷰 작업은 일차적으로 현재 미국 장애학 담론을 주도하고 있는 문화적 모델과 인문학적 장애학의 기원에 대한 더 깊은 이해를 제공해줄 것이다. 또한 우리나라 차별금지법이 마이너리티 모델에 기반한 미국장애인법(ADA)을 참고해서 제정되었기 때문에 마이너리티 모델의 주요 내용, 한계, 논쟁점을 분석하는 것은 우리나라에서 장애 정책을 수립하고 시행하는 데 좋은 참고가 될 것이다. 무엇보다도, 마이너리티 모델을 둘러싼 논쟁은 현재의 장애학 논의가 해결해야 할 몇 가지 이슈를 제기한다. 그것은 장애의 보편성과 특수성 문제, 문화적 모델과 사회정치적 모델 간의 긴장 관계, 당위와 현실의 문제이다. 본 논문에서는 이 세 가지 이슈를 중심으로 마이너리티 모델의 강점과 한계를 살피고 여러 대안 이론들도 함께 검토하고자 한다.

영문 초록

Disability studies began in the late 1970s in the United Kingdom and the United States, providing a theoretical foundation for the disability movement. While the social model of disability dominated the early disability studies in the UK, the minority model of disability played a similar role in the United States. The new theories that emerged afterward have in common that they developed their core thesis in criticizing and overcoming the limitations of these two models. Therefore, examining the controversies surrounding early models can help us understand the origins of the theories that shaped the complex academic landscape of current disability studies. In this paper, I intend to review the debate over the minority model of disability. This review will primarily provide a deeper understanding of the origins of the cultural model and humanities-based disability studies that are currently leading the disability studies in the United States. In addition, since the Korean Anti-Diskrimination Act was enacted following the example of the Americans with Disabilities Act(ADA) based on the minority model, analyzing the major contents, limitations, and issues of the minority model will be a good reference for establishing and implementing disability policies in Korea. Above all, the debate around the minority model raises several issues that the current discussion of disability studies needs to address. It is a question of universality and particularity, the tension between cultural and sociopolitical models, and the issue of necessity and reality. In this paper, I will examine the strengths and limitations of the minority model, focussing on these three issues, and analyze several alternative theories together.
