장애인거주시설 종사자들의 중고령 발달장애인 지원 실천경험에 관한 연구

국문 초록

본 연구는 시설거주 발달장애인의 고령화에 따라 실천현장에서 종사자들이 직면하고 있는 도전과제와 대응방법을 살펴봄으로써 실천적·정책적 함의를 제시하는 것을 목적으로 한다. 이를 위해서 중고령 발달장애인 이용자의 비중이 높은 5개 시설을 선정하여 기관조사와 소속 종사자들을 대상으로 집단면접을 통해 자료를 수집하여 사례연구를 진행하였다. 사례 내 분석결과, 설립배경, 운영철학, 지리적 여건 등에 따라 개별시설마다 고유한 어려움과 대응방법에서 차이가 있는 것으로 드러났다. 사례 간 분석결과에서는 4개의 주제와 16개의 하위주제가 도출되었고, 이를 통해 장애인거주시설 종사자들은 ‘장애와 노화의 중첩된 돌봄에 따른 혼란’을 겪고, ‘동원할 수 있는 자원의 부족 속에서 노화에 직면’해 있는 것으로 드러났다. 그럼에도 불구하고 주어진 조건 속에서 ‘노화에 따른 변화에 발걸음을 맞추기 위한 조정 노력’을 시도하고, 그 과정에서 ‘시설 내 지속 돌봄과 전원 사이의 고민’을 거듭하고 있는 것으로 나타났다. 이러한 결과를 토대로 종사자의 실천역량 강화 교육, 돌봄 및 의료 인력 보강, 노인친화적인 주거환경 조성, 중고령 발달장애인에게 특화된 주거 서비스 등을 제안하였다.

영문 초록

This study aims to explore the practice of staff in supporting older adults with developmental disabilities in residential care settings, in order to offer insights to the relevant practice and policy. A case study was conducted in 5 different residential care settings where older adults with developmental disabilities were the majority of residents, with group interviews with staff. The results of within-case analysis suggest that the challenges and responses of agencies differed according to agency’s historical background, mission and geographical location. Cross-case analysis resulted in 4 themes and 16 sub-themes which demonstrate ‘confusing situation due to the double burden of care for disability and aging’, ‘confronting aging in lack of available resources,’ ‘putting effort to make adjustments according to the changing needs of older adults with developmental disabilities’ and ‘the dilemma of supporting aging in place and referring out.’The findings of this study highlight the need to enhance staff training, increase care and nursing staff workforce, create age-friendly environments and develop supportive housing tailored to meet the needs of older adults with developmental disabilities.
