국문 초록

최근, 코로나 19 팬데믹으로 인해 심화된 교육격차에 대한 우려의 목소리가 높아짐에 따라 학습에 어려움이 있는 학생에 대한 사회적 관심이 어느 때보다 높고 이들을 위한 다방면의 제도적 지원이 시도되고 있다. ‘학습에 어려움이 있는’ 학습장애 관련 대상자들의 특별한 교육적 요구를 충족하기 위한 보다 촘촘한 지원체제를 구축하기 위해 먼저 이들은 누구이고 또 어떻게 선별하는지에 대해 규명할 필요가 있다. 또한, 전통적인 ‘장애’ 중심의 개념에서 ‘지원’ 중심의 교육체제로 전환하는 패러다임의 영향 하에 학습장애 관련 대상자들의 명칭과 선별․진단의 기준이 어떻게 변화되었는지를 살펴봄으로써 우리나라 학습장애의 정의 확장과 선별․진단 방법의 개선에 참고자료를 제공하고 이를 토대로 학습장애 관련 대상자들의 특별한 교육적 요구를 충족할 수 있는 교육지원체제의 확립에 중요한 시사점을 제공하고자 한다. 따라서 본 연구는 2010년부터 2021년까지 국외 학습장애 전문 학술지에 게재된 연구의 대상자는 누구이며, 선별방법이 무엇인지를 살펴보고 그 변화 양상에 대해 분석했다. 결론적으로, 미국을 포함한 특수교육을 활발히 연구하는 나라에서는 법령 제정을 통해 비범주적 교육지원체제를 확립하고 학습장애 관련 대상자들의 특별한 교육적 요구를 지원하고 있는 것으로 드러났다. 이런 국제적 흐름에 맞춰 우리나라의 ’특수‘와 ’일반‘으로 이분법적으로 실행하고 있는 교육지원체제의 현황을 개선할 것을 제안한다.

영문 초록

Recently, as concerns about the deepening educational gap have increased due to the COVID-19, diverse learning support for students with learning difficulties was being attempted. In order to establish a more comprehensive support system to meet their special educational needs(SEN), it is necessary to identify who are they and how to screen them out firstly. In addition, the author examined how the labeling and screening criteria of learning disabilities have changed under the influence of the paradigm of shifting to social model which highlights the SEN. The purpose of this study is to provide reference materials for expanding the definition of learning disability in Korea and refine the screening and identification methods. Also, the authors intended to provide implications for establishing an educational support system that can meet the SEN of people with learning disabilities. Therefore, the authors examined who was the subject of the study and how they were identified during 2010 to 2021 in international journals which specialized in learning disabilities, and also analyzed the pattern of changing trend. In conclusion, countries that advanced in special education, including the United States, have established a non-categorical educational support system through enactment of laws to support students who have SEN. In line with this new international paradigm, we demand the reform of the law and education support system in Korea.
