국문 초록

코로나19가 발생한 이후 장애인이 겪고 있는 어려움과 경험에 관한 연구가 지속되어 왔으나, 주로 특정 장애 유형에 집중한 연구가 이루어졌다. 본 연구는 특정 장애 유형에 국한되지 않고 전체 유형 장애인을 조사함과 동시에 지역적 특색을 함께 알아보고자 하였다. 이에 부산지역의 장애인이 코로나19로 인하여 어떤 영향을 받았는지를 심층적으로 조사하고 성별, 연령대, 장애 정도, 장애 유형에 따른 차이가 있는지를 살펴보았다. 연구를 위해 부산에 거주하고 있는 714명의 장애인에게 비대면 설문조사를 실시하였고 수집된 결과를 분석하였다. 연구 결과, 중증장애인이 경증장애인보다 자가격리를 한 경험이 더 많은 것으로 나타났으며, 장애인이 자가격리를 한 경우와 선별진료소를 이용하며 불편했던 경험에서는 심리적인 어려움이 큰 비중을 차지했다. 더불어, 사회적 거리두기로 인하여 장애인이 기존에 이용하던 복지 시설, 운동 시설, 의료기관 등의 출입이 제한되어 신체적, 정신적으로 방해를 받은 것으로 나타났다. 마지막으로, 장애 유형에 따라 코로나19와 관련된 정보습득에 어려움이 있는 것으로 나타났다. 이러한 연구 결과를 토대로 코로나19를 비롯하여 추후 발생할 수 있는 감염병 및 재난적 상황에서 장애인의 건강권을 보장하기 위한 방안에 대하여 제언하였다.

영문 초록

Studies have been continued on the difficulties experienced by the people with disability since the outbreak of COVID-19, mostly focused on particular type of disabilities. This study investigated all types of disabilities instead of limiting its scope to a particular types of disabilities. At the same time, the study intended to deal with regional characteristics. For this, an in-depth investigation was carried out on how the disabled persons in Busan region were affected by COVID-19 and on the difference based on gender, age, degree and type of disabilities. Non-face-to-face questionnaire surveys were conducted with 714 disabled people living in Busan. As a result, persons with severe disability experienced self-quarantine than those with minor disability. Psychological difficulties accounted for a large portion of the inconveniences that the disabled felt when undergoing self-quarantine and using the screening center. In addition, the disabled experienced physical and psychological barriers as the access to welfare facilities, exercise facilities, and medical institutions that they used is restricted due to social distancing. Lastly, the disabled experienced difficulty in obtaining information related to COVID-19 due to the type of disability. Based on study results, a suggestion was made to secure the right to health for the people with disability under communicable disease and disastrous situations that may take place in the future, such as COVID-19.
