장애인복지관 시민옹호 실천 분석

국문 초록

본 연구는 Freddolino 등(2004)의 다중옹호모델에 따라 장애인복지관의 시민옹호 사업의 성격을 분석하여 유형화하고, 이를 통해 앞으로 나가야 할 방향을 제시하고자 하였다. 이를 위해 2020년도에 한국장애인복지관협회가 지원하고 20개 장애인복지관이 수행한 시민옹호 활동의 다양한 모습을 포착한 연구보고서를 활용하여 2차 자료분석을 하였다. 분석 결과, 1개 기관만이 옹호의 목적과 수단을 모두 이용자가 통제하는 이용자 통제 옹호 유형에 속했고, 5개 기관은 옹호 목적은 이용자가 통제하지만 옹호 수단은 옹호인이 통제하는 활성화 옹호 유형에 속했다. 또 2개 기관은 옹호 목적은 옹호인이 통제하고 옹호 수단은 이용자가 통제하는 이용자 중심 옹호 유형에 속했고, 12개 기관은 옹호의 목적과 수단을 모두 옹호인이 통제하는 최선의 이익 옹호 유형에 속했다. 이를 통해 그동안 시민옹호 실천은 이용자의 권한강화를 지향하고 옹호인과 이용자 간의 협력관계을 중시했지만, 실제 현장에서는 기존 전문가와 이용자 간의 관계를 그대로 보여주는 ‘최선의 이익 옹호’가 주로 실천되고 있는 것으로 나타났다. 이에 따라 장애 및 장애인을 취약한 존재가 아닌 억압받는 존재로 인식할 필요가 있고, 이용자를 취약하다고 판단하는 경우에도 최선의 이익 옹호보다는 최소한 이용자의 참여를 중시하는 이용자 중심 옹호로의 전환이 필요하고, ‘활성화 옹호’와 ‘이용자 통제 옹호’ 실천을 위해 옹호 실천 기술에 대한 지속적인 교육이 필요함을 제언하였다.

영문 초록

According to the ‘Differential Model of Advocacy’ proposed by Freddolino et al. (2004), this study analyzes and categorizes the characteristics of the citizen advocacy practice of welfare centers for disabled people. As a result, only one institution belonged to the ‘consumer-controlled advocacy’ type, in which both the purpose and the means of advocacy were controlled by the user, and five institutions belonged to the ‘enabling advocacy’ type in which the advocacy purpose was controlled by the user but the advocacy means was controlled by the advocate. In addition, two institutions belonged to the ‘client-centered advocacy’ type, and 12 institutions belonged to the ‘best interest advocacy’ type, in which both the end and the means of advocacy are controlled by the advocate. Though the practice of citizen advocacy has been oriented to the strengthening of the user's empowerment and emphasized the partnership between the advocate and the user, ‘best interests advocacy’ which shows the hierarchical relationship between advocates and users, was mainly practiced. Accordingly, it is necessary to recognize people with disabilities as oppressed rather than vulnerable, and even if users are judged to be vulnerable, it is necessary to switch to ‘client-centered advocacy’ rather than ‘best interest advocacy’, It was suggested that continuous education on advocacy practice skills is necessary to practice ‘enabling advocacy’ and ‘consumer-controlled advocacy’.
