교육청 협약 교육대학원 정책의 성과 분석

국문 초록

2015년 경기도교육청은 지역 내 교육대학원과 협약을 맺고 현직 교직원을 위한 혁신교육전공 석사과정을 지원하는 정책을 추진하였다. 이 연구는 혁신교육전공 대학원 정책의 성과를 평가함으로써 교육대학원의 위탁교육 및 재교육 기능 확대의 시사점을 도출하는데 목적이 있다. 이를 위해 2021년 5월 혁신교육전공 대학원 졸업생 196명, 재학생 170명을 대상으로 설문조사를 실시하고, Kirkpatrick 4단계 모형에 기초하여 정책의 성과를 평가하였다. 교육청 협약 혁신교육전공 대학원 정책(2016~2021)을 평가한 결과, 1단계인 교육만족도와 2단계인 혁신교육역량 향상도, 3단계인 현업적용도에 대해 전반적으로 평균 4점 이상(5점 만점)의 우수한 효과성을 나타냈고, 4단계인 업무 및 정책연구 참여, 학술논문 작성 경험에서는 그 성과가 상대적으로 낮은 편으로 나타났다. 이러한 분석 결과 및 혁신교육전공 대학원 정책 사례를 토대로 교원 역량강화를 위한 학위과정 재교육 활성화, 교육청 연계 교육대학원 성과 제고를 위한 체계적 관리 및 활용성 강화 등을 시사점으로 제시하였다.

영문 초록

In 2015, the Gyeonggi Provincial Office of Education signed an agreement with the local graduate school of education and promoted a policy to support the innovative education master's program for incumbent faculty and staff. This study aims to draw implications for expanding the entrusted education and retraining functions of the graduate school of education by evaluating the performance of the Graduate School of Innovation in Education policy. To this end, in May 2021, a survey was conducted on 196 graduates and 170 current students of the Graduate School of Innovation in Education, and the policy performance was evaluated based on the Kirkpatrick 4-level model. As a result of the evaluation of the graduate school policy for innovative education under the agreement with the Office of Education(2016~2021), the overall average score of four or higher (out of five) was obtained for the first (educational satisfaction), second (innovative education capacity improvement), and third (practical application) levels. The performance in the fourth level measured with participation in work and policy research and experience writing an academic thesis was relatively low. Based on the results of this analysis and the case studies of the graduate school of innovation in education policies, it is suggested that the promotion of re-education of degree courses to strengthen teacher competency, systematic management, and reinforcement of usability to improve the performance of educational graduate schools linked with the Office of Education are suggested as implications.
