국문 초록

연구목적: 본 연구의 목적은 ‘제5차 특수교육 발전 5개년(’18~’22) 계획’의 4대 분야 추진 과제에 대한 특수교육 교직원(특수교육 지원인력 포함), 특수교육대상자의 보호자, 특수교육 전공 교수의 중요도와 실행도 인식을 알아보고, IPA 분석을 통해 주요 성과와 향후 과제를 탐색하는 것이다. 연구방법: 특수교육 교직원, 특수교육대상자의 보호자, 특수교육 전공 교수를 대상으로 설문조사를 실시하고, 총 376명의 자료를 분석하였다. 대응표본 t-검정을 통해 ‘제5차 특수교육 발전 5개년(’18~’22) 계획’의 4대 분야, 13개 중점 과제, 38개의 세부 추진 과제에 대한 중요도와 실행도 인식 차이를 알아보고, IPA 매트릭스 분석을 실시하였다. 연구결과: 첫째, ‘제5차 특수교육 발전 5개년(’18~’22) 계획’의 추진 과제에 관한 인식을 살펴본 결과, 중요도는 ‘Ⅰ. 균등하고 공정한 교육기회 보장’ 분야가 가장 높게 나타났고, 실행도는 ‘Ⅰ. 균등하고 공정한 교육기회 보장’ 분야와 ‘Ⅳ. 장애공감문화 확산 및 지원체제 강화’ 분야가 가장 높은 것으로 나타났다. 중요도와 실행도 인식 차이는 ‘Ⅱ. 통합교육 및 특수교육 내실화’ 분야가 가장 큰 것으로 나타났다. 둘째, IPA 매트릭스를 분석한 결과, 중요도와 실행도가 높아서 지속적으로 추진할 필요가 있는 과제는 ‘Ⅰ. 균등하고 공정한 교육기회 보장’ 분야의 ‘1. 특수교육 기관 확충 및 설립 다양화’, ‘3. 정당한 교육편의 제공’ 과제와 ‘Ⅳ. 장애공감문화 확산 및 지원체제 강화’ 분야의 ‘12. 범국민 장애공감문화 조성’ 과제로 나타났다. 중요도는 높지만 실행도가 낮아서 우선적으로 추진해야 할 과제는 ‘Ⅱ. 통합교육 및 특수교육 지원 내실화’ 분야에 편중된 것으로 나타났다. 논의 및 결론: 이상의 연구 결과를 토대로 ‘제5차 특수교육 5개년(’18~’22) 계획의 주요 성과와 차기 5개년 계획을 위한 향후 과제를 논의하였다.

영문 초록

Purpose: The purpose of this study was to identify the importance and implementation perception of special education professionals and parents on the 4 major areas of the 5th Special Education National Development Plan ('18~'22) and to explore primary achievements and future tasks through IPA. Method: A survey was conducted on various special education professionals(teachers and teacher assistants), researchers, and parents. A total of 376 responders’ data were analyzed. Via pared t-test, the difference in perception of importance and performance of the 4 major areas, 13 major tasks, and 38 sub-tasks of the 5th Special Education National Development Plan ('18~'22) was analyzed. The IPA matrix was presented. Results: First, as a result of examining the perception of the 5th Special Education National Development Plan ('18~'22), the major area of 'I. Ensuring Equal and Fair Education Opportunities' showed the importance was highest. Areas I and 'Ⅳ. Spreading the Empathy Culture of Disability and Strengthening the Support System’ showed that the performance was highest. The major area of 'II. Enhancing Inclusion and Special Education Services' showed that the difference between the importance and performance was biggest. Second, the IPA matrix represented that the several tasks of the major Areas I and IV need to be continuously promoted due to their high importance and performance. The high importance and low performance represented that the tasks of Area II should be concentrated. Conclusion: Based on the above results, the main achievements of 5th Special Education National Development Plan ('18~'22) and future potential tasks for the next 5-year Special Education National Development Plan ('23~'27) were discussed.
