국문 초록

본 연구에서는 AHP 기법을 활용하여 학부모용 유아교육정책 평가척도의 상대적 중요도를 분석하여 중요도와 우선순위를 파악하는 데 목적이 있다. 본 연구에 참여한 연구대상은 전문가 패널 20인으로 선정하였고, 연구도구는 김병만(2017)이 개발한 학부모용 유아교육정책 평가척도를 상대적 중요도 조사 설문지로 구성하였다. 개발된 학부모용 유아교육정책 평가척도는 평가범주 4개, 평가준거 8개, 평가지표 24개로 구성되었으며, 상대적 중요도를 분석하기 위해 AHP 기법의 절차에 따라 Expert Choice 11.5 Program을 이용하여 분석하였다. 본 연구의 결과, 평가범주는 ‘공선성’, ‘민주성’, ‘대응성’, ‘효과성’의 순으로 중요도를 가지는 것으로 나타났다. 평가준거는 ‘공익성’, ‘참여성’, ‘적시성’의 순으로 높은 상대적 중요도와 우선순위가 있는 것으로 나타났고, 평가지표의 경우 ‘유아교육정책이 국민 전체에게 이익을 주는 정도’, ‘유아교육정책 입안 시 학부모가 민주적으로 참여하는 정도’, ‘유아교육정책이 현재의 사회·문화적 상황에서 실현가능한 정도’의 순으로 높은 상대적 중요도가 높은 것으로 나타났다. 이상의 결과를 통해 유아교육정책을 평가함에 있어 공선성, 민주성, 대응성의 평가범주에 속하는 평가준거와 평가지표의 중요성이 높음을 확인하였고, 이는 이후 유아교육정책을 개발함에 있어 이들 영역에 대한 심도 있는 고민이 필요함을 시사한다.

영문 초록

The purpose of this study was to analyze the relative importance of an early childhood education policy evaluation scale using the Analytic Hierarchy Process (AHP) technique to identify importance and priority. The subjects of the study participating in the AHP method comprised 20 panelists and the research tool consisted of the relative importance survey questionnaire developed by Kim (2017b). The Parents Educational Policy Evaluation Scale consisted of 4 evaluation categories, 8 evaluation criteria, and 24 evaluation indicators. The analysis was performed using the Expert Choice 11.5 program according to the procedures of the AHP technique to analyze relative importance. It was shown that the evaluation category had weight in the order of collinearity, democracy, correspondence, and effectiveness. In the evaluation criteria, there was a high degree of relative importance and priority in the order of public interest, true women, and timeliness. In the case of evaluation index, the degree to which early childhood education policy benefits all the people, the degree to which parents participate democratically in the formulation of educational policies, and the degree of realization of early childhood education policy in current social and cultural context. The results of this study confirm that the evaluation criteria and evaluation indicators belonging to the evaluation category of collectivism, democracy, and responsiveness are highly important in evaluating the early childhood education policy. These findings can be interpreted as a sign that it is suggested that these evaluation categories are considered more carefully in the future.
