평생교육 관점에서 본 군 장병의 학업중단 문제해소를 위한 군의 역할에 관한 연구

국문 초록

본 연구는 청년 남성만 군에 입대하는 징병제도를 운영하는 우리나라의 특성을 고려하여 군과 평생교육 간의 관계검토를 통해 평생교육기관으로서 군의 역할을 고찰하고 그 발전 가능성을 살펴보았다. 특히 평생교육 관점에서 장병들의 학업중단 문제 해소를 위해 군이 시행하고 있는 평생교육정책의 실태분석과 개선 방향 제시를 목적으로 진행하였다. 연구결과 군 장병들이 느끼는 큰 어려움과 불만 요소는 대학 재학 중 입대로 인한 학업의 중단과 사회적 경력의 단절이었으며, 이의 해소를 위해서는 ① 학력보완교육 차원에서 추진하고 있는 대학학점 인정제도를 보완하여 인정되는 학점의 규모와 범위를 넓힐 필요가 있다. ② 최근 군내 병사들의 복무 환경변화에 맞는 평생교육 환경을 구축해야 한다. ③ 병 자기개발 비용지원 금액 규모를 늘리고, 예산을 신청해서 받기보다는 자율적으로 사용할 수 있도록 바우처의 시행이 필요하다. 등이 필요함을 확인하였다.

영문 초록

This study was conducted to examine the role of the military as a lifelong education, to explore the possibility of its development by examining the relationship between the military and lifelong education, to analyze the actual situation of lifelong education policies implemented by the military, and to present the direction of improvement to solve the problem of academic interruption of soldiers from the perspective of lifelong education. As a result of the research, the main reasons of difficulties and complaints on the enlisted soldiers were the disruption in school and the disconnection of their social career due to the enlistment of the military while in university. To solve this problem, this study confirmed that the following were necessary: ① It is necessary to expand the scale and scope of credits recognized by complementing the university credit recognition system promoting in terms of supplementing education. ② It is lifelong educational environment that should be established in accordance with changes in the service environment of soldiers in the military. ③ It is essential to increase the amount of support for self-development expenses of soldiers and implement vouchers to be used autonomously rather than system with a budget application process.
