국문 초록

이 글에서는 오늘날 스포츠와 관광이 서로 연계되어 1990년대 중반부터 새로운 트렌드로 자리 잡고 있는 스포츠관광에서 발생 하는 여러 가지 분쟁의 해결방안을 제시해 보고자 한다. 스포츠관광은 이제 자국민만을 대상으로 하는 것이 아닌 전 세계의 모든 국가 및 그 국민을 대상으로 하는 미래 관광산업의 경쟁력을 높이기 위한 새로운 산업 트렌드인 글로벌 비즈니스가 되었다. 즉, 스포츠관광은 스포츠 이벤트를 통하여 지역의 고용시장 확대와 국제적인 홍보 효과를 가져와 지역경제의 활성화에 기여하고, 나아가 학자들의 높은 관심을 바탕으로 한 실증적이고 체계적인 연구는 관련 학문의 네트워크 확장을 가능하게 하는 등 전 세계를 대상으로 한 다양한 시너지효과를 창출하고 있다. 우리나라에 있어 스포츠관광은 지역관광 및 지역경제 촉진책으로 스포츠관광 활성화방안에 관한 연구가 이루어지고 있으나 이에 관한 이해 부족으로 아직 초보적인 수준을 벗어나지 못하고 있는 실정이다. 특히 우리나라는 패키지 상품을 중심으로 여행객들에게 선택 관광 등을 강요해 수익을 내고 있는 구조적인 문제 등 스포츠관광이 점차 대중화 되고 문화적․ 경제적인 면에서 높은 부가가치를 창출 할수록 다양한 종류의 분쟁이 발생하고 있다. 현재 이러한 분쟁을 해결 하는 방법은 제도적 수단인 법원의 소송 이외에 한국소비자원 등을 들 수 있다. 그러나 외래 관광객 1,000만 명 시대에 맞는 융복합시대 관광정책의 패러다임 전환을 위해서라도 스포츠관광과 관련된 분쟁을 전담할 전문적인 분쟁해결 기구가 필요하다. 의료사고에 대한 분쟁을 원만히 해결하기 위하여 2012년 4월 8일 한국의료분쟁조정중재원이 설립되었다. 따라서 스포츠관광의 경우에도 관련된 분쟁을 해결하기 위한 ADR제도가 활성화 되면 분쟁해결의 전문성을 통하여 신속성․공개성․경제성을 확보할 수 있고 나아가 효율적인 분쟁해결은 스포츠관광산업의 발전에 기여할 수 있을 것으로 본다.

영문 초록

Today, sports and tourism linked to each other since the middle of the 1990s in this article, I want to suggest a possible solution to the dispute in a sports tourism as a new trend occurring. Sport tourism is a global business, not only for its own people but all over the world to the country of the new trend to enhance the competitiveness of the tourism industry. In other words, sports tourism has brought to the local labor market and international publicity through sporting events and contribute to the activation of the local economy. Further, it enable expansion of the network of related studies based on the high interest of scholars and systematic empirical research and create a synergy effect throughout the world. The study on Sports tourism are on the revitalization of sports tourism and local economy in Korea, but such studies have been made about the lack of understanding. Especially package goods for travelers is to a push tourism revenues, and the structural problems, and more the dispute arises such as cultural and sport tourism is increasingly popular and economically more diverse types. Korea Consumer Agency is institutional means of resolving disputes in court proceedings. We need the mechanism of the sports tourism dispute resolution to the solve the dispute in 10 million foreign tourists. Korea medical dispute mediation and arbitration agency was established on April 8, 2012. The reason is to resolve any dispute on medical malpractice. Thus, Through the ADR system in the case of sports tourism for resolving disputes, we secure the immediacy, openness, economic feasibility, and further contribute to the development of the sports tourism industry could be considered.
