‘재난약자’ 담론에 대한 사회언어학적 분석

국문 초록

코로나19 팬데믹이 많은 영역에서 인류의 삶의 방식을 바꾸어 놓았듯이, ‘재난약자’라는 용어의 개념과 유형 또한 코로나19 이후 상당한 변화를 겪고 있으며, ‘재난약자’ 담론 또한 무엇을 재난으로 보는지, 재난으로 인하여 파생된 사회적 문제들에 대해 어떠한 인식을 하는지 등에 따라 상당한 차이가 있다고 할 수 있다. 본 연구는 이러한 사실을 전제로, 빅카인즈 뉴스 텍스트에 나타난 ‘재난약자’ 담론에 대한 사회언어학적 분석 작업을 계량적 방법과 비판적 담화 분석 방법을 통해 접근하였다. 연구 결과, ‘재난약자’는 2012년에 처음 출현하여, 2019년과 2020년에 가장 높은 빈도로 사용되었음이 확인되었다. 특징적인 점은 2019년과 2020년의 ‘재난약자’ 관련 기사는 빈도상의 차이는 물론 ‘재난’ 및 ‘재난 약자’의 유형과 관련되는 차이를 분명하게 보여준다는 것이었다. 즉, 2019년의 경우 ‘화재’ 발생 시(84.1%) ‘요양병원 환자 또는 노인요양시설 수용자’(31.2%)라는 ‘신체적 재난약자’와 관련되는 맥락에서 ‘재난약자’가 압도적인 비율로 출현하였다면, 2020년의 경우에는 ‘화재’ 발생의 경우(66.0%) 외에도 코로나 19 관련 재난약자가 25.5.%의 비교적 높은 비율로 출현하였으며, ‘신체적 재난약자’ 외에 다양한 유형의 ‘경제적 재난약자’가 새롭게 출현하였음이 특징이다. 또한 비판적 담화 분석의 차원에서 ‘재난약자’ 관련 뉴스 텍스트 빈도의 변화 속에 담긴 이념과 사상을 분석한 결과, 우리의 법률 체계나 사회적 인식에서 ‘재난약자’의 개념이나 유형화에 재난으로 인한 사회 변화나 잠재되어 있는 재난의 가능성을 충분히 반영하고 있지 못하다는 문제점이 있음을 확인하였다.

영문 초록

Just as the Covid-19 pandemic has changed the way humans live in many areas, the concept and type of the term disaster-vulnerable have also undergone significant changes since Covid-19, and the disaster vulnerable discourse also varies depending on what disaster we see as and how we perceive social problems derived from disasters. On the premise of this fact, this study approaches the task of sociolinguistic analysis of disaster-vulnerable discourse shown in the BigKinds’ news text through quantitative and critical discourse analysis methods. The summary of the findings is as follows. First, in light of the social situation or change of the Covid-19 period, the concept and type of the disaster vulnerable can also be defined as an individual or group that is unlikely to be guaranteed safety or face economic difficulties due to high risk and economic vulnerability. In light of these concepts and characteristics, it has been confirmed that disaster vulnerable can be categorized into three types: ‘physical disaster vulnerable , ‘economic disaster vulnerable’, and ‘environmental disaster vulnerable . Second, a quantitative analysis of BigKinds news text, which is the nation s largest article DB, confirmed that disaster vulnerable first appeared in 2012 and is being used at the highest frequency in 2019 and 2020. The characteristic was that articles related to the disaster vulnerable in 2019 and 2020 clearly showed differences in frequency as well as differences related to the types of disaster and disaster vulnerable. Third, the so-called critical discourse analysis of ideologies and ideas contained in the frequency of news texts related to the disaster vulnerable confirmed that the concept or tangibleization of the disaster vulnerable in our legal system or social awareness does not fully reflect the possibility of disaster. Today, as we can say that we are living in an era where disasters are becoming commonplace, huge disasters, or complex disasters are lurking like ambush, it is important and urgent to find out what the weakest link is and what the country should play in order to no longer remain weak.
