국문 초록

국내 핀테크 산업이 성장함에 따라 해외 진출을 모색하는 기업이 늘고 있다. 이들이 주목하는 국가 중 하나는 베트남이다. 베트남은 2015년~2019년까지 5년간 6~7%의 높은 경제성장률을 보였으며, 2020년에는 팬데믹에도 불구하고 2.91%로 다른 국가와 비교하여 양호한 성장세를 나타냈다. 이처럼 고무적인 경제지표는 포스트 코로나 시대에도 베트남이 안정적이고 지속적인 경제성장을 실현할 수 있다는 기대감으로 이어지고 있다. 베트남의 경제성장에는 외국인 투자기업이 큰 몫을 차지하고 있으며 외자 도입을 기반으로 정부에서는 신기술 습득, 첨단산업 육성 등의 정책을 펴고 있다. 아울러 핀테크를 활용하여 자국의 디지털 경쟁력을 높이려는 노력도 엿보인다. 이처럼 베트남은 자국 산업 발전을 위해 외국인 투자를 적극적으로 유인함과 동시에 외국인 투자자가 자본을 앞세워 미래의 먹거리, 성장 산업을 장악하는 것은 경계한다. 베트남의 성장과 더불어 디지털 기술 기반의 여러 기업이 베트남 진출을 위한 구체적인 관심을 표명하고 있다. 해외에 진출할 기업들이 필수적으로 갖추어야 할 요소들이 많이 있겠으나 가장 중요한 것 중 하나는 상대방을 이해하는 것이다. 그러한 이해를 바탕으로 사업환경, 정책, 문화 등을 세심하게 살피는 노력도 필요하다고 하겠다. 또한, 핀테크처럼 베트남에서 막 태동기를 벗어난 산업의 경우에는 더욱 신중한 접근 방법이 요구되며 그 기초는 투자법을 비롯한 각종 법령을 이해하는 것부터 시작하는 것이 바람직하다. 이 글에서는 베트남의 법령 체계 및 핀테크와 관련한 법령에 대해서 알아보고 핀테크 산업의 현황과 관련 정책을 통해 그 산업의 발전 가능성을 들여다보았다. 그리고 베트남 핀테크 시장 진출을 모색하는 우리나라 금융기관이나 핀테크 기업의 진출방안에 대해서도 살펴보았다. 베트남에서 핀테크 사업을 성공적으로 뿌리내리기 위해서는 최근 정책 동향과 핀테크 산업에 대한 법제화 과정을 놓쳐서도 안 된다는 것도 강조하였다.

영문 초록

As domestic fintech companies grow, more and more companies are seeking to expand overseas. One of the countries they are paying attention to is Vietnam. Vietnam had a high economic growth rate of 6-7% over the five years from 2015 to 2019, and in 2020, despite the pandemic, it showed a good growth compared to other countries at 2.91%. Such encouraging economic indicators lead to expectations that Vietnam can realize stable and sustained economic growth even in the post-corona era. Foreign-invested companies play a large portion in Vietnam s economic growth, and the government is implementing policies such as acquiring new technologies and fostering high-tech industries based on the introduction of foreign capital. In addition, efforts to increase the digital competitiveness of their country by utilizing fintech are also seen. As such, Vietnam actively attracts foreign investment for the development of its own industry, and at the same time, it is wary that foreign investors dominate the food and growth industries of the future with capital. Along with the growth of Vietnam, several companies based on digital technology are expressing specific interest in entering Vietnam. There are many essential elements that companies that are going to expand overseas must have, but one of the most important things is to understand the other party. Based on that understanding, it is necessary to make an effort to carefully examine the business environment, policies, and culture. In addition, more careful approaches are required for industries that are just out of their origins in Vietnam, such as fintech, and it is desirable to start by understanding various laws and regulations, including investment laws. In this article, I examined the legal system and of Vietnam and the laws and regulations related to fintech, and looked into the state of the fintech industry and the possibility of its development through related policies. Also, it looked at the entry plans of Korean financial institutions and fintech companies seeking to enter the Vietnamese fintech market. In order to successfully take root in the fintech business in Vietnam, it was also emphasized that recent policy trends and the legislation process for the fintech industry should not be missed.
