국문 초록

본 연구에서는 코로나바이러스감염증-19 발생에 따른 공립유치원의 행정적․교육적 운영실태와 지원요구를 각각 파악함으로써, 코로나19를 비롯한 감염병 대응에 필요한 기초자료를 제공하고자 한다. 이를 위해 공립유치원 교사 105명을 대상으로 2020년 10월 15일부터 11월 3일까지 설문조사를 실시하였으며, 연구결과는 다음과 같다. 첫째, 교사는 수업일수 조정으로 인한 학사일정 및 연간교육계획의 수정, 담임교사가 동시에 운영해야 하는 비대면수업과 돌봄, 등원수업 시 감염예방을 위한 환경조성 및 유아관리 등에 대하여 변화와 어려움을 겪었다. 둘째, 행정 측면에서 필요한 지원으로는 원격수업과 돌봄 운영을 위한 보조인력이 가장 시급하였으며, 그 외에 관련 법령 제정(개정) 및 신속한 안내, 안전한 환경 조성을 돕는 인력풀 활용 등을 요구하였다. 셋째, 유아는 주로 놀이활동자료(놀이꾸러미)나 영상매체 등을 통해 비대면수업에 참여하였고, 교사가 주로 활용하는 콘텐츠는 교육부 및 시․도교육청의 놀이안내사이트나 유튜브 등이었다. 이 과정에서 원격수업의 문제점을 보완하기 위해 교육과정과 연계된 놀이꾸러미 자료를 제공하는 것이 적합하다고 하였다. 또한 밀집도 최소화를 위해 비대면수업과 등원수업을 함께 운영하는 과정에서 교육활동이 반복되고 업무가 가중되는 것에 가장 큰 어려움을 겪었다. 넷째, 교육 측면에서 필요한 지원으로는 비대면수업과 등원수업의 병행을 돕는 인력보충, 가정과 연계되는 다양한 콘텐츠 등이다. 본 연구를 바탕으로 유아의 안전과 놀 권리를 보장하기 위하여, 교사와 교육부 및 교육지원청 간 적극적인 소통 기반의 지원이 이루어져야 할 것이다.

영문 초록

In this study, we will provide basic data necessary to response to infectious diseases, including COVID-19, by identifying the administrative and educational operational status and support request of public kindergartens due to the outbreak of Coronavirus Disease 2019(COVID-19). To this end, a survey was conducted on 105 teachers of public kindergartens from October 15 to November 3, 2020, and the results of the study are as follows. First, teachers experienced changes and difficulties in the revision of the academic schedule and annual education plan due to the adjustment of the number of school days, the non-face-to-face classes and care that the homeroom teacher had to run at the same time, and the creation of the environment for the prevention of infection and preschoolers management. Second, in terms of administration, assistants for distance classes and caring operations were the most urgent, and in addition, the enactment(revision) of related laws and regulations, prompt guidance, and the use of a human resources pool to help create a safe environment were required. Third, preschoolers mainly participated in non-face-to-face classes through play activity materials(play packages) or video media, and contents that teachers mainly use were play guide sites of the Ministry of Education and Office of Education or YouTube. In this process, it was appropriate to provide play package materials linked to the curriculum in order to supplement the problems of distance classes. Also, in the process of operating non-face-to-face classes and classmate classes together to minimize the density, the most difficult was the repetition of educational activities and increased work. Fourth, in terms of education, the necessary support includes assistants to help parallel non-face-to-face classes and classmate classes, and various contents linked to home. Based on this study, in order to ensure the safety of preschooler and their right to play, support based on active communication between teachers, the Ministry of Education, and Office of Education should be provided.
