국문 초록

드론은 IT·융복합·센서 등의 특징을 가지고 첨단 기술이 융합된 혁신기술의 결정체로서 4차 산업혁명 시대를 주도할 핵심기술 중에 하나이다. 드론의 기술이 빠르게 발전하여 대중화, 소형화되고, 그 활용 범위는 확장되어 군사용, 산업 및 공공분야, 취미용, 상업용 등다양한 분야에서 활용되기 시작하면서 ‘드론의 시대’라는 용어까지 생겨났다. 그러나 증가 하는 드론 기술의 발전과 드론의 시장규모 만큼 많은 장점이 있겠지만, 활용되는 목적에 따라 구성과 구조가 쉽게 달라질 수 있어 드론에 의한 위협도 커지며 악용되는 사례도 점점 늘어나고 있다. 특히 군집드론의 테러 개념은 우리가 상상만 했던 공상 과학영화나 게임에서 나오는 전유물이 아니며, 주요 선진국에서는 미래 전장에 투입을 계획할 정도로 게임체인저급 잠재력을 인정받고 R&D가 활발히 진행되고 있다. 따라서 우리나라도 군집 드론 테러 대응에 대해 심각하게 고민하고 대책을 마련해야 하며, 그에 대한 대응방안은 문헌연구를 통해 아래와 같이 도출하였다. 첫째, 드론의 불법행위에 대한 처벌법 제정과 법 집행기관에게 안티드론과 관련된 권한을 부여하는 방안이 시급하다. 둘째, 드론 테러의 대응을 위하여 전문인력을 포함한 전담부대 및 방어 대응팀을 창설하고 나아가 중국과 일본 등 주변국의 동향을 파악하여 대책도 수립하여야 할 것이다. 셋째, 민·관·군이 공동연구와 기술 공유를 통해 공동대응 시스템을 구축한다면 새롭고 완벽한 대응체계가 구축될 것이다. 넷째, 국가안보를 위하여 국가중요 시설 및 국가보안시설에 군집드론을 식별 및 탐지하고 타격 및 저지할 수 있는 장비의 도입이 절실하다.

영문 초록

Drones are one of the core technologies that will lead the era of the 4th industrial revolution as a crystal of innovative technologies in which advanced technologies are fused with features such as IT, convergence, and sensors. With the rapid development of drone technology, popularization and miniaturization, the scope of its application has been expanded, and it has been used in various fields such as military, industrial and public fields, hobby, and commercial, and the term drone era has emerged. However, although there are many advantages as much as the increasing development of drone technology and the size of the drone market, the composition and structure can be easily changed depending on the purpose of use, so the threat from drones is increasing, and the number of abuses is increasing. In particular, the concept of terrorism of swarm drones is not exclusive to science fiction movies or games that we only imagined, and major developed countries are recognized for their potential for game change and are actively conducting R&D. Therefore, Korea should also seriously consider and prepare countermeasures for countermeasures against military drone terrorism, and the countermeasures against it were derived as follows through literature research. First, it is urgent to enact a punishment law for illegal drone activities and to give law enforcement agencies the authority related to anti-drones. Second, to respond to drone terrorism, it is necessary to establish a dedicated unit including expert personnel and a defense response team, and further, identify trends in neighboring countries such as China and Japan to establish countermeasures. Third, a new and perfect response system will be established if the public, government, and military establish a joint response system through joint research and technology sharing. Fourth, for national security, it is urgent to introduce equipment that can identify, detect, strike, and block swarm drones in important national facilities and national security facilities.
