우리나라와 캐나다의 교정 복지 정책 연구

국문 초록

본 연구는 우리나라의 교정 복지 정책과 캐나다의 교정 복지 정책 사례를 탐색하여 비교연구하였다. 이를 통해 우리나라의 교정 복지 정책이 선진화될 수 있도록 수용자들의 기본권과 관련된 복지 정책을제안하고자 한다. 연구방법은 우리나라와 캐나다의 교정 복지 정책과 관련 통계자료를 살펴보고 차이점을 비교한 후, 우리나라 교정 복지 정책을 제안하였다. 우리나라의 교정 복지 정책은 이원화되어 있는반면 캐나다의 경우 일원화된 정책으로 효율적이었다. 또한 캐나다는 민간단체의 참여가 활발하여수용자가 출소 후 지역사회에 정착하므로 인해 재범률을 낮추어 주었다. 그 외에도 캐나다의 핵심정책 중 하나는 다양한 가족 지원 프로그램이 있었다. 이와 같이 우리나라와 캐나다의 교정 복지정책을 비교하였으며, 이를 바탕으로 우리나라의 교정 복지 정책을 위해 다음과 같은 정책을 제안한다. 첫째, 수용자의 상황과 특성에 맞는 갱생보호와 회복적 사법 등의 전문적인 프로그램 도입이 필요하다. 둘째, 수용자들이 출소 후 취업과 주거 및 가족관계 회복을 위한 프로그램을 지원하야 한다. 셋째, 출소자 자립지원에 민간단체의 활동과 지역사회의 적극적인 동참이 필요하다. 넷째, 기존의 다양한제도들을 체계적으로 다듬어 통합적으로 일관성 있게 관리하여 수용자들이 실질적인 도움을 받을수 있도록 노력할 필요가 있다.

영문 초록

This study was searched and compared South Korea and Canada’s correctional welfare policies. Through this, we tried to propose a welfare policy related to the basic rights of prisoners so that Korea s correctional welfare policy can be advanced. As a research method, after searching and comparing the statistical data related to the correctional welfare policy of Korea and Canada, Korea’s correctional welfare policy was proposed. While Korea s correctional welfare policy was divided, it was efficient as a unified policy in Canada. In addition, because the participation of private organizations was active in Canada, it was easier for Canadian prisoners to settle in the local community after being released. Thereby, it lowered the recidivism rate. Also Canada has a variety of family support programs. As above, we compared the correctional welfare policies of Korea and Canada. Based on this, the following policies are proposed for the correctional welfare policies of Korea. First, it is necessary to introduce specialized programs such as rehabilitation protection and restorative justice that are appropriate to the situation and characteristics of the prisoners. Second, it is necessary to support programs for prisoners to restore employment, housing and family relations after prisoners are released. Third, it is necessary to actively participate in the activities of private organizations and local communities to support the independence of prisoners. Fourth, it is necessary to systematically refine various existing systems and manage them in an integrated and consistent manner so that prisoners can receive practical help.
