국문 초록

본 연구는 스포츠강좌이용권 사업의 고찰과 관련 제도의 분석을 바탕으로 스포츠강좌이용권사업의 개전방향에 대해 논의하였다. 이러한 연구목적을 달성하기 위해 스포츠강좌이용권 사업 현황과 법적 근거를 살펴보았으며 외국의 스포츠강좌이용권 현황을 확인하였다. 스포츠강좌이용권사업은 취약계층 아동과 청소년의 건전한 여가활동 참여기회를 제공함으로서 삶의 질을 향상시키기 위한 목적으로 「국민체육진흥법」에 근거하여 시행하는 사업이다. 스포츠강좌이용권 정책은 2009년 도입되어 예산과 수혜인원이 지속적으로 증가하고 있다. 2019년에는 장애인을 위한 스포츠강좌이용권을 제공하면서 대상을 다양하고 카드 가맹절차를 일원화 하는 등의 서비스 간편화를 도모하고 있다. 본 연구에서 제안한 스포츠강좌이용권의 발전방향은 다음과 같다. 첫째, 스포츠강좌이용권의 수혜금액과 기간을 확대하여야 한다. 둘째, 스포츠강좌이용권 공급기관의 투명성을 확보하여야 한다. 셋째, 스포츠강좌이용권의 서비스의 질 관리가 이루어져야 한다.

영문 초록

Based on the consideration of the Sports Voucher Service and the analysis of related policies, this study discussed the development direction of the Sports Voucher Service. In order to achieve these research objectives, the current status and legal basis of the Sports Voucher Service were examined and the status of Sports Voucher Service in foreign countries were checked. The Sports Voucher Service is a project implemented on the basis of the National Sports Promotion Act for the purpose of improving the quality of life by providing opportunities for children and adolescents from vulnerable social groups to participate in sound leisure activities. The Sports Voucher Service policy was introduced in 2009 and the budget and the number of beneficiaries has been continuously increasing. In 2019, the company is seeking to simplify its service by providing Sports Voucher Service for the disabled, diversifying the target audience and unifying the card member process. The direction of development of Sports Voucher Service proposed in this study is as follows. First, the amount and duration of benefits of Sports Voucher Service should be extended. Second, the transparency of the Sports Voucher Service supply institutions shall be ensured. Third, the quality of service of Sports Voucher Service should be managed.
