국문 초록

이 연구는 기술의 개념, 기술적 소양 및 기술 교과 교육, 기술영향평가와 관련된 문헌들을 분석하여 기술영향평가에 대한 개념을 고찰하고 기술영향평가의 영역을 추출함으로서, 체계적이고 합리적인 기술영향평가와 기술 교과 교육의 방향 설정을 위한 기초 자료 제공을 목적으로 수행되었다. 이 연구를 수행한 결과 기술 영향평가는 기술의 개념과 기술적 소양, 기술 교과 교육에서 중요하게 다루어지고 있었으며, 결론은 다음과 같다. 첫째, 신기술이 미칠 영향을 개발하기 전에 평가해야 하며, 매일의 삶 속에서도 현재 이용하고 있는 기술이 미치는 영향을 평가할 수 있어야 한다. 둘째, 기술을 설계하는 사람은 기술이 미칠 영향을 예측하여 의사결정을 해야 하고, 더 나아가 기술을 이용하는 시민들도 기술의 개발과 이용 여부에 대해 의사 결정을 할 수 있어야 한다. 셋째, 기술은 인간의 전반적인 삶에 막대한 영향을 미치기 때문에 기술영향평가를 실시해야 하며, 기술은 양면성이 있으므로 역사적인 관점에서 평가를 해야 한 다. 넷째, 기술영향평가를 할 때 기준이 되는 영역은 개인적 측면, 사회적 측면, 기술적 측면, 환경적 측면, 윤리적 측면이다. 기술은 사회와 기술 시스템에 알맞아야 하고 그 사회의 가치로서 받아들여져야 하며, 환경과도 조화를 이루어야 한다. 따라서, 기술영향평가란 기술 설계자나 일반 시민들이 개발 대상의 신기술이나 현재 이용하고 있는 기술에 대해서 개인적·환경적·기술적·윤리적 측면에 미치는 긍정적·부정적 영향을 역사적 관점에서 예측하여 적정 기술을 결정하는 것 이다.

영문 초록

The purpose of this study was to analyze the literatures related with the technology concept, the technology literacy, the technology education, and the technology assessment, to consider the concept of the technology, to extract the categories of technology assessment, and to produce the basis data for the systematic and reasonable technology assessment. The influence of technology is treated important in the technical concepts, the technology literacy, the technology education. The result were as follows 1. The objects of the technology assessment are the new technology and the influence of the technology has to be assessed in daily lives. 2. The person that designs the technology has to predict the influence of the technology and make a decision. Futhermore, the citizen has to be able to decide to develop the technology and to use it or not. 3. The reason to take a technology assessment is that technology has a great effect in humans general lives. Because of the ambiguity of technology the technology has to be assessed in the historical point during technology assessment. 4. The standard categories are the personal, the social, the technological, the environmental, and the ethical aspect in technology assessment. Technology has to be appropriate the society and the technological system, be taken as a kind of social value, and last be harmonized with the environment. Therefore, the technology assessment refer to that people predict the potential positive and negative influence of the technology they are using at present or new technology in the personal, the social, the environmental, the technical, and the ethical categories.
