국문 초록

그동안 우리나라 직업재활 분야에서 자영업 내지 창업이 소홀하게 다루어져 왔으나, 시대적 변화와 상황 전개에 따라 자영업의 초기과정인 창업을 정의하고 직업재활의 한 방법으로써 창업에 보다 많은 관심과 방법론적인 접근을 모색할 필요가 있다. 본고에서는 현재 우리나라에서 창업지원을 통해 장애인을 효율적인 독립생활로 이끌어 내고자 할 때 어떻게 방향을 잡고 추진해야 하는가에 관하여 검토하였다. 즉, 직업재활사업의 자영업 부문을 직업개발 역량 강화 차원에서의 창업으로서 활성화해야 할 필요성에 대하여 알아보았다. 또한 한국장애인고용촉진공단의 창업사례 실태조사와 필자가 지역사회 이용시설에서 창업지원을 실시한 결과를 종합적으로 분석하고, 이를 토대로 직업 재활 분야에서 창업지원을 도입하려 할 때, 직업재활현장 중심의 고려사항과 그에 대한 효과적인 대안을 살펴보았다.

영문 초록

Till now. self-employment of persons with disabilities has not been undertaken much interests in our vocational rehabilitation field. However. we need to give more emphasis on self-employment or small business starting as knowledge-information society in a new millenium has come and needs of our clients with disabilities have been greatly changed. This study has examined the method how to support and consult persons with disabilities who try to start small business as a means of achieving their independent living and full participation in our society. It also introduced self-employment or small business starting as an effective way of complementing existing vocational rehabilitation program. We have analyzed the survey results of Korea Employment Promotion Agency for Disability and one of authors experience supporting small business starting in a community rehabilitation center. As s conclusion of this study. we have proposed critical issues in the field of self-employment or small business starting and methods to solving several problems when we consult and support persons with disabilities initiating small business as a part of vocational rehabilitation program.
