장애인 의무고용률의 적정성 연구

국문 초록

본 연구는 우리나라 장애인 의무고용률이 1991년 장애인고용촉진및직업재활법 시행 이래 300인 이상 사업장에 2%이던 것이 2005년부터 50인 이상 2%로 확대, 조정된 것을 감안하는 것에 대한 적정성에 관한 조사연구이다. 이 적정성 연구를 위해 본 연구에서는 사업주와 재활전문가 두 그룹을 비교 조사 연구했으며, 우리나라를 비롯해 일본, 독일, 프랑스, 폴란드, 헝가리 등 의무고용제를 실시하는 나라의 의무고용률과 제도를 비교, 분석하기도 했다. 본 연구에서는 장애인 의무고용률 2%가 적정하다는 응답자가 사업주에서는 78.10%로 나타났으며, 재활전문가는 의무고용률을 높여야 한다가 81.44%로 집계되어, 사업주에 비해서 재활전문가가 의무고용률 상향 조정을 더 요구하고 있는 것으로 나타났다. 결론에서 제시된 우리나라 적정 장애인 의무고용률은 3.18%로 계산되었는데, 산출 기준은 상시근로자 수와 실업자 수를 더한 값에서 제외율 상당 노동자 수를 땐 값이 분모가 되고, 장애인 노동자 수와 실업장애인 수가 분자가 된다는 것이다. 본 연구의 제언으로서 중증장애인에 대한 더블카운트 제도 도입과 장애인 고용률에 있어서의 장애의 정의 및 개념의 재설정, 한국형 장애인고용 사업장의 모델 개발과 의무고용률 재적용 등도 제시하였다.

영문 초록

The pupose of this saudy was to investigate that adequacy of quota employment rate for workers with disabilities. The research which it sees the quota employment rate which is our country obstacle in the enterprise market above 1991 obstacle endurance Employment Promotion and Vocational Rehabilitation for people with Disability Act. This enemy conditions characteristic research hazard our country and comparison investigation it researched the business proprietor and the re-bow specialist two group from the research which it sees. it began the quota employment rate of Japan. Germany. France. Poland and the country which executes Hungary back duty employment me and a system it compares and analyzes. it did. The quota employment rate 20% which is an obstacle enemy conditions did from the research which it sees from the answer back own business proprietor with 78.10% to appear. the re-bow specialist must raise duty employment rate with 81.44% to be added. it compared in the business proprietor and the re-bow specialist compared to is demanding a duty employment rate upward creation with the fact that. The price which draws out an exclusion ratio considerable worker surrender from the price which becomes worse the regular workers and an unemployed person possibility became denominator and the price which the worker possibility plus unemployed person possibility of being an obstacle has become the element compared to is demanding our country quota employment rate upward regulation with the fact that.
