국문 초록

현재 국내 장애인운전면허제도의 문제점은 미국과 독일 등 미주나 유럽의 국가들과 아시아의 일본 등 3개 선진국의 신체적 중증장애인을 위한 운전관련 시스템과 비교할 때, 실제 장애인에게 맞게 개조된 차량으로 운전을 시켜 장애인운전능력을 평가하는 미국이나 독일식보다는 운동능력측정기기 를 중심으로 하는 일본의 방식을 채택함에 기인한다. 사실상 미국이나 독일 등 대부분의 미주나 유럽의 국가들처럼, 장애인운전지원센터를 설치할 경우 장애인자가운전과 관련된 모든 문제는 자동적으로 해결될 수 있음에도 불구하고, 더 이상 예산문제로 장애인운전지원센터의 설치가 지체되지 말아야 한다. 신체적 중증장애인들이 자가운전을 하는데 있어서 또 다른 저해요인은 장애가 중증일수록 그에 맞는 장비의 부착과 개조에 비용이 많이 든다는 점이다. 다행히 최근 환경문제로 인해 우리나라에서도 본격적으로 도로 주행이 허용된 전기자동차는 일반자동차에 비해 훨씬 저비용으로 차량개조와 운전조정 장치의 장착이 가능하게 한다. 하지만 전기자동차가 신체적 중증장애인의 자가운전에 실제적으로 사용되기 위해서는 특수 운전보조 장치의 개발과 장착에 필요한 기술 개발, 관련 품질보증제도의 운영 등이 뒤따라야 하고, 전기자동차를 사용할 경우 일반자동차에 비해 운전조정 장치의 장착과 차량개조에 드는 비용이 훨씬 줄어드는 것이 사실이지만 경제적으로 어려운 장애인들이 감당하기 어려운 금액이므로 이를 재정적으로 지원하는 정책이 마련되어야 함이 강조되었다.

영문 초록

Comparing Korean driving license system with those of 3 developed countries, such as USA and Germany in Europe and Japan in Asia, the main problem of our driving license system for the people with disabilities comes from the adoption of Japanese system which depends on the assessment of the driving ability by the simulation machine rather than USA or German system which focuses on the assessment by the real modified automobile. Accordingly, the foundation of the driving assistance center for the people with disabilities as in American or European countries should not be delayed as an excuse of budget no matter what almost all of the self-driving related problems which Korean present driving systems for people with disabilities have can be automatically solved.. Another impeding factor in self-driving by the people of severe physical disabilities is the high cost for the remodeling of automobile and the attachment of the needed devices. Fortunately, the method to use the electric automobile which is recently permitted for real road driving because of the global environmental issues can reduce the cost in comparison with the general gas automobile. However, in addition to those stated above, the skill development needed for the invention and attachment of the special driving control devices, the operation of the quality assurance program for driving safety and the financial assistance program for the people with disabilities to acquire an automobile modified to their disability situation should be provided.
