국문 초록

이 연구는 장애인 고용 서비스를 효과적으로 수행할 수 있는 직업재활 통합 전달체계 발전방안 모색을 위하여 미국·영국·호주의 선진 사례를 비교·검토함으로서, 우리나라의 현실에 맞는 장기적인 직업재활 통합 전달체계 구축 방향을 제시하는데 목적이 있다. 이를 위해 우리나라 직업재활 전달체계의 현황 및 문제점 제시, 미국·영국·호주 직업재활 전달체계와 관련된 문헌조사 및 이러한 선진국에서 진행되고 있는 직업재활 통합 서비스 제공을 위한 정부차원의 노력과 구체적인 사례들을 제시하였다. 현재 우리나라의 직업재활 서비스의 경우 전달체계의 다원화로 인해 실제 장애인이 취업할 수 있는 길을 혼란스럽게 할 수 있으며, 전달체계 상호 연계가 불충분 하여 서비스의 중복 및 자원의 낭비될 수 있으며, 장기적으로는 전달체계의 단편화를 가져올 수 있다는 문제가 지적되고 있다. 이러한 문제점을 해결하기 위해서는 장기적으로는 고객을 중심으로 하는 행정서비스를 체계화하기 위하여, 직업재활 통합 전달체계 구축을 위한 국가 정부부처의 조직 및 구조적 개혁이 이루어져야 하며, 단기적으로는 미국의 원스톱커리어센터와 같이 장애인이 원하는 모든 서비스를 한곳에서 제공받게 할 수 있는 연계 중심기관의 확충이 필요할 것으로 판단되어진다.

영문 초록

The purpose of this study was to compare vocational rehabilitation service delivery systems among US, UK, Australia and Korea, to find an effective way to vocational rehabilitation, and to develop an integrated delivery system of vocational rehabilitation in Korea. For the purpose, the author reviewed prior studies with regard to vocational rehabilitation delivery systems among US, UK, Australia and Korea, presented the current status and problems of rehabilitation delivery system, and proposed solutions for these difficulties. The problems are the following. People with disabilities have a difficult time to find suitable jobs, and then vocational rehabilitation services and resources may be wasted because of fragmented service delivery systems. In order to solve these problems, the organization and structure of government agencies should be reformed and customer centered vocational rehabilitation service delivery systems should be developed. Also, as One-Stop Career Centers in US, an integrated Delivery System of Vocational Rehabilitation in Korea would be upgraded to provide a full range of assistance to individuals with disabilities under one roof.
