저출산 문제의 담론적 비판과 인식전환을 위한 조례제정의 필요성

국문 초록

본 연구는 한국사회의 저출산이 대한민국의 명운을 좌우하는 가장 큰 구조적 위험 중 하나로써 절체절명의 과제라는 관점에서 시작되었다. 저출산이 사회문제로 되기 위해서는 진행과정에서 전혀 주목하지 않았던 사회적 현상을 정부의 공공문제로서 저출산정책 담론을 재인식하는 것이 필요하다. 이러한 저출산이라는 담론은 언어생활구조의 산물로 작용하여 인간의 의식이 되고, 나아가 우리의 의견이나 사상을 지배, 형성하게 함으로써 더 중요한 문제로 사회현상에 긴밀한 영향을 미치게 된다. 한국의 사회문제인 출산은 사회전반의 인식전환을 위한 담론으로서 저출산에 대한 기존의 견고한 통념들을 약화시키는 가장 실질적인 대안 중의 하나로 지방자치입법인 조례를 통하여 사회문제 인식 전환이 필요하다. 이에 따라 저출산이라는 담론구조에 주목하고, 정책을 담론에서부터 보는 관점에서 지방자치 조례를 통한 저출산 담론의 인식전환에 접근하고자 한다. 사회제도의 정책 영역에서 출산은 국가의 가장 근본이 되는 자원의 관점과 사회의 효율적 경제성장의 관점에서도 출산정책 담론의 인식변화가 절실하다. 각 지방자치단체는 지역특성에 알맞은 문화와 연계된 자녀출산 조례를 통하여 출산이 의미하는 담론으로 사적인 사랑보다 아이의 출산을 통해 열려진 새로운 세계인 공적이고 사회적인 영역으로 눈을 돌린다는 의미로 사회인식 변화가 조례제정을 통해 확산할 필요성이 있다. 출산에 대한 담론의 인식전환이 절실히 요구되며, 이를 위해서는 ‘출산 재개념화’에 대한 담론이 지방자치 조례제정에서 그 시작이 될 수 있을 것이다.

영문 초록

This study began in the sense that the low birth rate of Korean society is one of the biggest structural risks that influence the Korean destiny. In order for low births to become a social issue, it is necessary to re-recognize the discourse on low birth policy as a public issue of the government, a social phenomenon that did not pay any attention in the process. This discourse of low birth rate acts as a product of the linguistic life structure to become a human consciousness, and further more importantly, by dominating and shaping our opinions and ideas, it has a close influence on social phenomena. As a discourse for the change of perception of society as a social problem, childbirth is one of the most practical alternatives to weakening the existing solid myths about low birth rates, and it is necessary to change the perception of social issues through the local government legislation ordinance. Accordingly, we want to draw attention to the structure of the discourse of low birth rate and approach the shift in perception of low-birth discourse through local autonomy ordinance from the point of view of policy from the discourse. In the policy area of the social institutions, childbirth is also urgently changing the perception of the maternity policy discourse in terms of the viewpoint of the country s most fundamental resources and the efficient economic growth of society. There is a need for social change to spread through the ordinance, meaning that the new world, public and social, which is opened through the birth of a child rather than private love, is a discourse that is meant to be a discourse of childbirth through the child birth ordinance, which is associated with a culture appropriate to local characteristics. There is a desperate need for a shift in the perception of discourse on childbirth, and for this purpose, the discourse on reconception of childbirth could be the beginning of the enactment of local autonomy ordinances.
