장애인 고용정책의 문제진단과 대안탐색에 대한 연구: 의학적 기준에 대한 보완 기준 탐색을 중심으로

국문 초록

본 연구는 의학적 기준을 통한 장애인 고용정책의 대상집단 구분이 여러 가지 문제점이 있음을 지적하고, 이를 보완할 수 있는 기준을 탐색하고자 하였다. 이를 위하여 정책의 수요자인 장애인과 공급자인 담당 직원을 대상으로 심층 인터뷰를 실시하였다. 그 결과, 현행 장애인 고용정책의 문제점은크게 제도적 보완이 가능한 영역과 근본적 문제 해결이 필요한 영역으로 나뉘며, 특히 근본적 문제의해결을 위해서는 대상자 선정기준의 다양화가 필요함을 지적하였다. 특히 다양한 장애인의 개인적특성을 반영하기 위해서는 심리적 측면의 기준이 적용되어야 함을 도출하였으며, 이러한 심리적 만족도의 정도가 실제로 취업의지 및 고용서비스의 이용에 통계적으로 유의미하게 영향을 미치는 것으로 나타났다.

영문 초록

This study focused to deduce the problem that the target group of employment policy for people with disabilities is divided by using only medical criteria and to explorer the suggestion on this problem. To bring about accomplish this purpose, this research conducted a depth interviews with the people with disabilities who is the consumer of the policy and the staffs in charge who are the provider of the policy. Analysis revealed that the problems of the employment policy for people with disabilities are divided into two areas, one could be resolved institutionally and another had to have a fundamental complementary. Especially, to supplement this fundamental problem, this study suggested the criteria to determine eligibility for policy target group should be more various. Analysis revealed that the personal characteristic is the most important one and this personal characteristic(particularly the level of psychological deficiency felt) was statistically significant in the employment volition and the use of the employment policy.
