방과후학교지원비의 기초학력향상 효과 분석

국문 초록

이 연구는 방과후학교 지원비에 대한 교육적 효과를 알아보기 위하여 방과후학교 지원비의 기초학력 향상 효과를 분석하였다. 이 연구에서는 초·중등학교 주요공시정보 자료를 활용하여 초등학교 5,073개교, 중학교 2,456개교, 고등학교 1,874개교를 대상으로 분석하였다. 분석결과, 첫째, 학교급이 높을수록 모든 과목에서 도달수준별 지역규모 간 편차와 지역규모 내 학교 간 편차가 큰 것으로 나타났고, 회귀분석결과에서도 고등학교에서 대도시보다 읍면지역의 기초학력 미달비율이 증가하는 것으로 나타나 지역 간 교육격차가 나타났다. 둘째, 방과후학교 지원대상인 저소득계층 학생들이 많을수록 그 학교의 기초학력 미달 비율이 증가하지만, 방과후학교 교과강좌가 상대적으로 많이 개설될수록 그리고 교과강좌의 학생참여율이 높을수록 기초학력 미달비율이 감소하는 것으로 나타났다. 셋째, 초등학교는 국어에서, 중학교는 국어와 영어에서, 고등학교는 모든 과목에서 방과후학교 지원금이 기초학력 미달비율을 감소시키는 것으로 나타났다. 이와 같은 결과들은 방과후학교 활성화 및 교과강좌 개설 확대, 학생참여를 증가시키기 위한 방과후학교 지원의 확대가 학생들의 기초학력 향상 및 교육격차 해소에 기여할 수 있는 가능성이 있음을 시사한다.

영문 초록

This study analyzed the effect of the financial support for the after-school on improving the basic academic achievement as the educational effect In this study, the public informations of elementary and secondary school of 5,073 elementary schools, 2,456 middle schools, and 1,874 high schools were used for analysis. This study shows three results. First, the higher the school level is, the bigger the gap among local sizes and among schools within each local size is in each level of academic achievement of all subjects. Second, schools that the number of low-income students receiving financial support for after-school is more show an increase in the percentage of students failed to meet the basic academic achievement increases, but schools that the rate of after-school classes related to the subjects and the participation rate of students in after-school increase show a decrease. Third, after-school funding decreases the percentage of students underachieving the basic academic in Korean in elementary school, in Korean and English in middle school and in all subjects in high school. These results give suggestions to be possible to improve the students basic academic achievement and to solve the problem of educational gap or to reduce the gap at least through expansion of the financial support for the after-school to activate the after-school, to expand opening after-school classes related to the subjects, and to increase students participation in the after-school
