이명박 정부의 고등교육정책과 자율화에 대한 논의

국문 초록

본 연구의 목적은 이명박 정부 출범 이후 추진된 고등교육정책에서 (1) 대학 자율화와 관련된 정책을 분석해보고, (2) 이들 정책들의 추진 과정에서 대학 자율화와 부합되었는지를 진단하고, (3) 향후 대학 자율화를 위한 시사점을 도출하는데 있다. 이를 위해 본 연구는 정부의 ‘통제’와 대학의 ‘자율’의 두 가지 기준을 연속선상으로 보았다. 대학의 자율운영 쪽에 있었던 고등교육정책은 대학입시 자율화, 국립대학 법인화, 교육역량 강화사업이었다. 외부 통제에 가까웠던 고등교육정책은 등록금 정책과 국립대학 선진화 방안, 사립대학 구조조정이었다. 이명박 정부는 집권 초반에는 대학입시 제도 개선을 통한 대학 자율화를 강조하면서도 집권 후반부에는 강력한 구조개혁 정책을 통한 관치 행정의 모습을 보였다. 이명박 정부의 고등교육정책의 자율화에 대한 시사점을 제시해보면 다음과 같다. (1) 국가경쟁력을 확보하고자 ‘경쟁의 논리’를 기저에 두고 추진되었다. (2) 대학 자율화와 가장 밀접한 정책은 대학 입시의 자율화 정책이다. (3) 대학정원 정책도 직·간접적으로 대학 자율화와 관련이 있다. (4) 대학 자율화 정책은 대학 경쟁력 확보와 밀접한 관련이 있다.

영문 초록

The purpose of this study is to analyze policies related with university autonomy of President Myung-Bak Lee s administration, to diagnose those policies correspondence with university autonomy, and finally to suggest alternative plan, based on the analyses and diagnoses, for future higher education of Korea. External Control and Self Regulation , which are located at both ends in a continuous line, are used for categorizing policies of Lee s Administration. The policies of Self Regulation are those such as university entrance examination system, incorporation plan of national universities, strengthening plan of teaching-and-learning capability. And the policies of External Control are those such as university tuition policy, advancing plan of national universities, and restructuring plan of private universities. While President Lee s Administration emphasizes university autonomy through university entrance examination system improvement in his early presidency, the Administration, later, leads the Korean higher education by government-driven restructuring policies. Finally, The followings are suggested by the study of university autonomy policies of President Myung-Bak Lee s administration: (1) More and more university autonomy plans, which are based on 5. 31 Education Reform, are established and executed, (2) University entrance examination policy is the closed educational policy to the university autonomy in President Lee s Administration, (3) Quota of university students is closely related with university autonomy, (4) University autonomy policy is strongly connected with the excellence of universities.
