정권교체에 따른 교육복지 정책변동 분석

국문 초록

본 연구는 2002년 참여정부 이후 이명박, 박근혜, 문재인 정부를 거치면서 나타난 교육복지 정책변동 과정을 분석하였다. 이를 위하여 이데올로기 및 정책환경, 정책문제, 정책대안, 정치흐름 및 제도화 과정을 중심으로 교육복지 정책을 정권교체와의 관련성 속에서 분석하였다. 주요 분석결과, 첫째, 우리나라 교육복지 정책은 복지이념을 중심으로 사회적 지배 이데올로기가 변화되면서 교육복지 정책도 적극적으로 확대되고 보편복지적 성격의 정책변동으로 이어지는 현상으로 나타났다. 둘째, 사회적 양극화, 빈부격차, 빈곤의 대물림의 사회적 문제에 대해 정권별로 교육복지 정책문제에 대한 공통적인 인식을 하고 있었다. 셋째, 교육복지 정책 대안은 유아부터 성인, 저소득층, 다문화, 탈북, 특수, 귀국학생 등으로 교육복지 대상을 세분화하면서 대학 단계에 이르러 사회통합을 목표로 하는 방향으로 확대되었다. 넷째, 교육복지 이슈구조는 정치 변동에 따라 ‘정책 이슈 중심’에서 ‘정치 이슈 중심’으로 변화하였으며, 시‧도중심에서 지역정치화로 성격이 이동하는 정치 흐름을 나타내었다. 다섯째, 교육복지 정책활동가는 대통령, 행정부 관료, 국회, 교육감, 연구그룹, 교육복지사 등으로 매우 다양하게 나타났다. 여섯째, 교육복지 정책은 조직 확대, 예산 증대, 법률 제정 등의 제도화 노력으로 나타났다. 이러한 분석결과를 바탕으로 본 연구에서는 향후 교육복지 정책의 안정적 추진을 위하여, 정책 개념으로서의 교육복지정책 재개념화 및 범위 재설정, 의무교육 및 무상교육과의 차별성, 정책활동가들의 역할 강화, 교육복지 정책의 제도화 요건 충족 등을 제언하였다.

영문 초록

This study analyzed the process of educational welfare policy change that took place after Lee Myung-bak, Park Geun-hye, and Moon Jae-in government in 2002. To this end, we analyzed the educational welfare policies in relation to the regime change, focusing on ideology and policy environment, policy problems, policy alternatives, political process and institutionalization process. The main results of this study are as follows: First, the educational welfare policies of Korea are changed to social welfare ideology and social welfare policies. Second, the social problems of social polarization, the gap between the rich and the poor, and the poverty of the migrants were shared by the regime on the issue of education and welfare policy. Third, educational welfare policy alternatives have been extended from infants to adult, returnees, etc. Fourth, the structure of education welfare issue changed from policy issue to political issue according to the political change. Fifth, the education welfare policy entrepreneurs are very diversified. Sixth, education welfare policies appeared to be institutionalization such as expansion of organization, increase of budget, legislation. Based on the results of this analysis, in order to promote the stable educational welfare policy in the future, the concept and scope of educational welfare policy should be reset, differentiation between compulsory education and free education, strengthening role of policy activists.
