교장공모제 운영 현황과 개정안을 둘러싼 쟁점

국문 초록

본 연구는 2007년 시범 시행 후, 약 10년동안 학교 현장에서 시행되고 있는 교장공모제가 그 동안 어떻게 발전되어 왔고, 현재 학교 현장에서 어떻게 시행되고 있는지를 분석하였다. 또한 2018학년도 2학기부터 본격적으로 시행될 개정안의 내용을 분석하여, 새로운 개정안이 기존의 교장공모제가 가진 쟁점들을 어떻게 해소하고자 하였는지, 개정안으로도 해결하지 못하고 남아 있는 쟁점들은 무엇인지 탐색하였다. 분석 결과 첫째, 현재 교장공모제는 기존 승진제도를 통해 이미 승진 경로에 들어선 학교관리자의 정년 연장의 수단이거나 혹은 보다 빠른 승진을 위한 발판으로 사용되고 있다는 문제점이 여전히 해결되지 못한 채 남아 있었으며, 둘째, 교장공모제 도입 취지에 무색하게 교장자격 미소지자가 지원할 수 있는 비율이 여전히 제한적이다는 점도 쟁점으로 남아있었다. 셋째, 심사과정에 있어서도 심사위원 구성과 선발 기준 등 여전히 쟁점들이 남아 있었다.

영문 초록

This study analyzed how the principal open recruitment system, which has been in place for about 10 years ever since its pilot implementation in 2007, has developed and is currently being implemented at school sites. This study also analyzed the contents of the revision and explored how the new revision intended to solve the problems of the existing principal open recruitment system as well as the remaining issues that are still unresolved. First, the analysis shows that the current system is either a means of extending the retirement age of school administrators who are already on the promotion path through the existing promotion system, or a means of quick promotion. This study found problems related to this issue still remains unresolved. Second issue is that the percentage of candidates who do not have the principal s license is still limited. Third, there were still issues in the screening process, including the composition of judges and selection criteria.
