한국의 아동학대예방 정책의 개선방안: 외국의 아동학대예방 정책 분석을 중심으로

국문 초록

본 연구는 미국, 일본, 영국, 스웨덴의 아동학대예방 정책 내용을 살펴보고, 이를 참고하여 우리나라의 아동학대예방 정책이 한 층 더 발전할 수 있도록 도모하는 기초 자료를 제공하고자 한다. 본 연구에서는 한 국가의 정책을 결정하는데 중요한 영향을 미치는 개념인 복지레짐에 따라 각 복지레짐의 대표 국가들의 아동학대예방 정책을 살펴보고자 하였다. 여러 선행연구에 의하면, 대표적인 자유주의 국가인 미국은 우리나라가 아동학대예방 정책을 구축하는데 가장 영향을 많이 받은 국가 중 하나이다. 또한 일본은 자유주의 국가로서, 우리나라 대부분의 정책과 문화에 영향을 많이 준 국가이며, 영국은 대표적인 보수주의 국가 중 하나로, 우리나라가 유럽 국가들 중에서 아동정책에 있어서 많은 영향을 받은 나라이다. 그리고 스웨덴은 사회민주주의 국가로, 현재 우리나라가 정책, 제도, 문화 등에 있어서 모델링(modeling)을 많이 하고 있는 나라라고 할 수 있다. 이러한 국가들의 아동학대예방 정책 내용을 분석한 결과, 해당 국가들은 우리나라에 비해 아동학대와 관련된 정책 및 업무들을 국가가 중심이 되어 진행하고 있으며, 사후 대처적인 접근보다는 예방적 접근을 통해 아동학대를 예방하고자 하였다. 이와 같은 국가들의 사례 분석을 바탕으로 우리나라의 아동학대예방 정책의 개선방안을 살펴보면, 아동학대에 대해 국가 중심의 정책이 시행되어야 할 것이며, 아동학대에 대한 사후적 접근보다는 예방적 접근이 필요할 것으로 생각된다.

영문 초록

This study examines child abuse prevention policies in the United States, Japan, the United Kingdom and Sweden and provides a base material to guide the development of the nation's child abuse prevention policies. The study was intended to explore child abuse prevention policies of the representative countries of each welfare regime, based on the concept of welfare regime, which has an important influence on determining the policies of a country. The United States, a typical liberal nation, is one of the countries most influenced by the nation's efforts to prevent child abuse. Also, Japan is a liberal country that has influenced most of the policies and cultures of our country, Britain is one of the most important conservative countries in the world, in which Korea has had a great influence on child policies among European countries. And Sweden is a social democratic country, and it is now a country with many influences on policies, institutions, cultures, etc. After analyzing the child abuse prevention policies of these countries, these countries were led by the government in carrying out policies related to child abuse and sought to prevent child abuse with a preventive approach rather than a reactive approach. If we look at the direction of improvement in the nation's child abuse prevention policies based on cases in these countries, a government-led child abuse prevention policy will have to be implemented, and a preventive approach will be needed rather than an ex post facto approach to child abuse.
