공공미술의 실천과 제문제 : 2013년 화성시 공공미술 프로젝트를 중심으로

국문 초록

본 연구는 2013년 경기도 화성시에서 진행되었던 “화(華)화(畵)화(話) 공공미술 프로젝트”를 중심으로 공공미술의 실천에 있어 도출되는 문제점들을 고찰하여 보는 것을 목적으로 하였다. 화(華)화(畵)화(話) 프로젝트는 화성시 문화재단의 주관으로 화성시 소재의 마을 8곳에서 11개의 미술가 그룹의 참여로 진행된 공공미술 프로젝트로 2013년 9월부터 2014년 2월까지 진행되었다. 연구자들은 참여 그룹의 한 팀으로서 상기2리에서 “들꽃마을 상기2리”라는 제목 으로 프로젝트를 진행한 바 있다. 공공미술의 실천자로서, 그리고 미술교육자로서 경험하고 느낀 바를 중심으로 현대 미술에서 공공미술의 의의와 그 실천에 있어 도출되는 문제점들에 대해 살펴보았다. 이를 위해 먼저 연구는 공공미술의 개념과 그 의미의 변화, 그리고 교육적 의의에 대해 알아보았다. 이어 화(華)화(畵)화(話) 프로젝트에 대한 소개와 더불어 공공미술의 실천에 있어 제기되는 문제점을 첫째로 공공미술 개념 규정의 불확실성, 둘째로 공공미술의 성과에 대한 판단의 모호성, 셋째로 공공미술 실천자의 역할과 정체성의 모호함, 그리고 미술교육의 역할, 넷째로 공공미술 활동의 주체와 사후 관리의 문제라는 측면에서 논하였다. 그동안 미술교육 분야에서 공공미술에 관한 논의는 공공미술의 교육적 의의에 초점이 맞추어져 대부분의 연구가 다양한 교육활동과의 관련성 찾기에 그 초점이 맞추어져 있었다. 하지만 본 연구는 실제 공공미술의 실천적 영역에 있어 고려해야 할 다양한 문제점에 대해 연구하여 봄으로써 앞으로 공공미술에 대한 발전적 담론 형성과 그 실천에 있어 실질적인 도움을 줄 수 있다는 의의를 가진다.

영문 초록

This study addresses various issues of public arts in practice, focusing on the HwaHwaHwa public arts project in Hwaseong, Gyeonggido in 2013. The Hwaseong City Arts Cooperation was in charge of the project, which was conducted by eleven artist groups across eight local villages in Hwaseong from September 2013 to February 2014. The present researchers were one of the teams of artists and conducted the project titled “Wildflower Village” at Sanggi 2ri. This study focuses on our experiences as art practitioners and educators, and discusses the meaning of public arts and the issues of public art. First of all, this study seeks a transition between the concepts of public art and educational meaning. Additionally, this study briefly introduces the project and raises issues of public arts activity: first, the uncertainty of conceptual frameworks of public arts second, ambiguity of evaluation for achievement of public arts third, the vague identity of public art practitioners and the role of art education and fourth, the agency of public art groups and problems encountered after service. The study also includes discussion about public arts in the art education field, focusing on the educational meanings of public arts. Most of this discussion focuses on finding relevance in numerous educational activities. However, as the study contemplates various issues in practical fields of public arts, the researchers intend to provide practical advice on future expansion of discourse formation and practice in the public arts field.
